국문 초록

용적률제도는 도시공간에서 도시기능에 따라 계획적이고 적정하게 양을 조정하고 규제하기 위한 중요한 수단이다. 따라서 지역특성에 맞는 적절한 용적률의 설정은 공공이익의 증진과 함께 개발밀도의 체계적, 합리적인 관리를 가능하게 하고 계획의 실효성을 향상시키는데 불가결한 요건이라고 할 수 있다. 그리고 이러한 용적률규제의 실효성을 향상시키기 위해서는 정확한 실태파악이 먼저 필요하다. 본 연구는 다른 용도지역보다 용적률지정변경의 증감 폭이 컸던 일반상업지역을 대상으로 용적률규제의 도입이후 급격하고 활발하게 개발사업 등이 시행되어 왔던 신·구도심부, 부도심부, 지역중심부를 연구대상으로 하여 각종 용적률지정상황, 용적률충족실태나 특성을 명확하게 함과 동시에 용적률변경효과에 관하여 검토한다. 이러한 과정을 통하여 지역 간의 비교에 의해 지역특성에 맞는 용적률 세분화나 탄력적 운용방법에 대하여 검토한다.

영문 초록

The Floor Area Ratio System is an important means to responds to the urban function and controls its volume appropriately. Consequently the proper conditions of floor area ratio will result in the systematic and rational management of the development density as well as the increasing public interest.This paper intends to find out and analyze the status of floor area ratios, dispersion of satisfactory floor area ratios, in Busan, Korea. Through these examinations, this study purports to evaluate effectiveness of floor area ratio restriction and also to provide fundamental information necessary for finding out ways to make improvements. The result is as follows. First, the average value of the realization floor area ratio of a whole site was 319%. And, the average value of the realization floor area ratio of Choryang and the old city center were 470% and 374%. Moreover Sasang, Gupo and Suyoung were 257, 224, 254. The average Realization Ratio of the floor area ratio in whole site and Choryang and Old city center were 0.518, 0.67, and 0.584.
