국문 초록

이 연구는 사회적 재난 발생 시 경찰 대응방안을 살펴보고 문제점을 찾아 개선방안을 도출하기 위한 연구이다. 연구의 완성도를 높이기 위하여 재난과 재난에 대한 경찰활동 관련 선행연구 및 문헌을 바탕으로 사회적 재난의 특성을 살펴보고, 경찰의 대응방안을 개선할 수 있도록 제안하였다. 사회적 재난은 일반적인 자연적 재난과 달리 인적요소가 포함된 대규모 피해를 유발하는 사건으로서 사전에 예측하기가 어렵고 대규모 피해가 발생, 심리적 피해는 물론이고 사회적으로 큰 트라우마를 남기는 등의 특성을 가진 재난이다. 이러한 사회적 재난은 지속 반복적으로 발생하고 있어 사회적으로 큰 피해를 남기고 있다. 사회적 재난을 예방하고 발생했을 경우 이를 효과적으로 대응하고 국민들에게 안전한 생활을 할 수 있도록 하기 위하여 경찰은 「경찰관직무집행법」, 「경찰법」, 「경찰재난관리규칙」에 사무분장을 규정하고 수행하도록 하고 있으나, 소극적이고 제한적인 업무 수행으로 인해 노력 대비 큰 효과를 거두지 못하고 있다. 이러한 문제에 대하여 경찰이 보다 적극적으로 업무를 수행할 수 있도록 관련 규정을 구체화한 매뉴얼을 제정하는 것 외 재난 관련 교육훈련을 보다 현실적으로 이뤄질 수 있도록 개선하는 방안 등을 제안하였다.

영문 초록

The purpose of this study is to explore the police’s response against social disaster, find the problems, and derive improvement methods. To raise the degree of completion, this study examined the characteristics of social disaster based on the preceding researches and reference on police activities against disaster and this study suggested improvements on police’s countermeasures. Unlike general natural disaster, social disaster involves large-scale damage including human factor. Social disaster’s characteristics are as follows; difficulty in prediction, involves large-scale damage, leaves psychological damage and huge social trauma. As such social disaster is happening every time, it leaves huge social damages. To prevent social disaster, suppress social disaster, and ensure safe life for citizens, police regulates and performs social disaster-related works based on [Act on the Performances of Duties by Police Officers], [Police Act], and [Rules on Disaster Management by Police Officers]. However, due to passive and limited works, they aren’t effective enough compared to police’s efforts. To help police perform the works against such problems more actively, this study suggested measures including making a manual with concrete related regulations for improving activity contents and carrying out current disaster-related training in more practical ways.
