배출권가격의 변화에 관한 실증 분석

국문 초록

배출권거래제를 시행하면서 조성한 배출권거래시장에서 배출권가격이 어떻게 변화하였는지를 제1차 계획기간을 대상으로 파악하고자 하였다. 이를 위해 제1차 계획기간의 할당배출권인 KAU15, KAU16, KAU17의 배출권가격 자료를 가지고 시장 상황을 반영한 배출권가격 변화 모형을 추정하였다. 추정 결과는 다음과 같다. 첫째, 배출권가격의 변화는 가격의 급등, 피크, 급락의 역U자형 현상을 반영하는 것으로 나타났다. 둘째, KAU15와 KAU16에서 배출권가격의 시간에 대한 주기적 비선형적 움직임은 정부의 시장안정화조치에 따른 것으로 보이는 반면, KAU17에서는 시장안정화조치에 따른 비선형적 움직임에 더해 배출권가격 자체적으로 특정 시기에 주기적으로 상승과 하락 국면을 반복하는 주기적 비선형적 움직임이 있었던 것으로 나타났다. 이러한 KAU17의 주기적 비선형성은 참여자가 적은 시장에서 특정 시기에 시장이 서는 5일장 같은 현상을 반영한 것으로 보인다. 셋째, 정부의 가격 안정화조치가 배출권가격 안정화에 기여하였다고 볼 수 있다. 그러나 이러한 현상이 KAU15, KAU16, KAU17 모두에서 되풀이되어 나타나고 있어, 정부의 안정화조치가 배출권 공급부족에 따른 가격 불안정성을 원천적으로 해소하지는 못한 것으로 볼 수 있다.

영문 초록

This paper examines how the price of emission allowances changed in the emission trading market during the first planning period, 2015~2017. The emission price data of KAU15, KAU16, and KAU17 are used to estimate the emission price change model reflecting various characteristics in the market. The estimation results are as follows. First, the emission price changes reflect the inverted U-shaped phenomenon of price spike, peak, and sharp drop. Second, in KAU15 and KAU16, the periodic non-linear movement of the emission price seems to be due to the government s market stabilization measures, whereas in the KAU17, in addition to that non-linear movement, the emission price itself increases periodically at certain times. It seems that the periodic nonlinearity of KAU17 reflects the same phenomenon as the 5-day market standing at a specific time in a market with few participants. Third, the government s price stabilization measures contributed to stabilizing the emission allowance price. However, repeating this phenomenon in all of KAU15, KAU16, and KAU17 indicates that the government s stabilization measures may not completely solve the price instability caused by the shortage of emissions allowances.
