국문 초록

본 연구는 최저임금의 변화가 사업체의 노동수요에 미치는 영향을 분석했다. 실증분석에는 2009~2019년 기간에 걸친 고용노동부의 사업체노동력조사와 고용형태별근로실태조사 자료가 활용되었고, 추정에는 통상적인 패널분석 모형을 적용했다. 산업별 고정효과와 노동생산성 변동, 경기변동 요인을 통제하여 최저임금 변동의 한계효과를 관찰하고자 했다. 분석결과, 최저임금의 인상은 30인 미만 소규모 사업체의 구인규모를 유의하게 감소시키는 것으로 나타났다. 특히, 이러한 최저임금의 부정적 고용효과는 10인 미만 영세업체에 대해 더 컸다. 10~29인 규모 사업체의 경우, 추세를 이탈한 최저임금 인상이 이뤄진 2018~2019년의 최저임금 인상에 대해 부정적인 고용효과가 관찰되었다. 다만, 본 연구의 실증분석은 자료상의 한계로 최저임금의 변화가 5인 미만 소규모 사업체의 노동수요에 미친 영향은 설명하지 못하고 있다. 또한 실증분석 모형은 최근 발생한 고용 대체적 기술변화도 고려하지 못했다. 최저임금이 사업체의 구인수요에 미치는 부정적 효과는 최근 큰 폭의 최저임금인상 이후 정부가 시행한 일자리 안정자금 지원에 대한 근거를 제공할 수 있다.

영문 초록

This study examines the effects of recent minimum wage hike on employment demand. Empirical analysis is carried out with applying an industry-level data for the period between 2009 and 2019. As independent variables, minimum wage increase, industry-specific effects, labor productivity fluctuations, and GDP fluctuations were considered. The empirical results indicate that minimum wage increase significantly reduces the employment demand for small establishments with less than 30 employees. In particular, the negative effects of minimum wage are greater for small establishments with fewer than 10 employers. For establishments with an employment scale of 10 to 29, the negative employment effect is observed for the minimum wage increase in 2018-19. However, due to the limit in available data, the impact of the change in the minimum wage on the labor demand of small businesses with less than five employees cannot be explained. And it also fails to take into account recent employment replacement by technology development. These findings closely reflect recent efforts such as job security funds by government agencies after recent minimum wage hike.
