국문 초록

본 연구는 유아교육과 보육의 일원화체제를 확립하기 위해 현재 단계별 정책통합을 시도하여 시행되고 있는 통합현황과 문제점을 파악하고, 사회적 합의에 기초한 완전통합 형태를 갖추어 요소별 일원화체제를 이룬 핀란드 유아교육제도와의 유 사점과 차이점을 비교분석하고 최근 교육문화부로 행정부처의 일원적 통합을 이룬 핀란드의 정책운용체제 시사점은 무엇인지, 향후 한국 유아교육제도의 개선방향을 찾고자 하였다. 이를 위해 유아교육 운용체제, 교사양성체제, 교육과정체제를 중심으로 비교한 결과는 다음과 같다. 첫째, 교육문화부로 관할부처를 통합하여 재정적, 행정적 접근성을 높이고 있다. 둘째, 자격기준과 사회적 지위 향상, 재교육으로 유아교사의 양성과정수준을 높이고 있다. 셋째, 연령별 보육과 교육과정을 통합하고 인지교육과 인성교육에 중점을 두고 있다. 이러한 분석결과는 한국의 유아교육과 보육통합을 위한 관계부처의 통합과 교사자격 통합의 효율적인 정책개편이 고려되어야 할 것이다.

영문 초록

The purpose of this study is to analysis the problem of the early childhood education and care in Korea, and find implications for early childhood education and care policy in korea by analyzing the early childhood education and care system of Finland. For this purpose, the following questions have been set up in this study. First, what is the problem of integration the early childhood education and care in Korea? Second, what is differences and similarities of the early childhood education system in Korea and Finland? Third, what is the direction for improving of the early childhood education system in Korea? The results of this study were as follows; First, the Finland integrated childhood education and care under the supervision of education sector to improve the quality of ECEC as well as to ensure the continuity wich primary education. Second, the workforce quality was considered very important in Finland. the teacher qualification is high and government, universities communities, and heads of centers collaborate for the professional development of teachers. Third, the goals and directions of ECEC are holistic development long with regulation of key competences for future talent. therefore they upgraded the qualification lever for the kindergarten teacher to that of the primary school teacher`s. These findings should be considered for an ECEC system reform for Korea.
