국문 초록

이 연구는 우리나라에서 제기되는 정치적 양극화 문제를 살펴보고 이를 극복하기 위한 대의민주주의 제도의 개선 방안을 탐색하기 위한 것이다. 우리나라의 양극화 원인은 다양하게 분석될 수 있지만, 역사적 기원으로서 이념적 대립과 지역주의, 이른바 대통령‘중심’제로 운영되어 온 정부형태와 이로 인한 승자독식의 정치 제도, 신자유주의 이후 심화된 사회적 불평등 등을 꼽을 수 있다. 정치적 양극화를 극복하기 위하여 국민참여경선과 같은 정당민주화, 국회 합의 기능 강화를 위한 국회선진화법, 비례대표제도 개선, 공론화위원회 운영, 국민소환제도 도입 등을 시도하였으나 만족스러운 상황은 아니다. 이 연구에서는 대의민주주의의 재정립을 위하여 대표기관이 국민의 책임성에 비례하는 방식으로 대표기관을 운영할 것을 제안하였다. 구체적인 내용은 다음과 같다. 첫째, 선거 결과에 따라 분점정부를 오히려 활성화할 수 있다. 이를 위해 국회의 국무총리 및 국무위원의 해임건의를 활성화한다. 둘째, 국회의원에 대한 국민소환보다는 국회의원의 임기를 2년으로 단축하고 대신 국회의 권한을 현재보다 강화한다. 셋째, 대통령의 지위와 권한 중 유신헌법에서 유래하는 초월적 지위와 권한을 과감히 삭제할 필요가 있다.

영문 초록

This study is to examine the political polarization problems raised in Korea and to explore ways to improve the representative democracy system. The causes of polarization in Korea can be analyzed in various ways, and as the historical origin, ideological confrontation and regionalism, the form of government that has been operated under the so-called presidential system, the winner-takes-all political system, and social inequality intensified after neoliberalism. In order to overcome political polarization in Korea, efforts have been made to have the general public participate in the nomination of candidates by political parties, improve the legislative process to strengthen the agreement between the ruling and opposition parties of the National Assembly, improve the election system for proportional representation, operate a public debate committee, and introduce a public recall, but the results are not satisfactory. In this study, in order to re-establish representative democracy, it was proposed that the representative agency operate the representative agency in a way that is proportional to the responsibilities of the people. The details are as follows. First, the divisional government can be rather activated depending on the election results. To this end, the dismissal of the Prime Minister and the State Council members of the National Assembly is activated. Second, the term of office of the National Assembly is shortened to two years, and instead, the authority of the National Assembly is strengthened. Third, it is necessary to boldly delete the transcendent position and authority of the presidency that originate from ‘the Yushin Constitution’.
