국문 초록

이 연구는 2007 개정 교육과정에 따른 중학교 국어과 교과서의 개발, 검정, 채택에 이르는 과정을 살펴봄으로써 이 과정에 배태된 구조적, 제도적 문제들을 비판적으로 분석함을 목적으로 한다. 연구의 목적을 달성하기 위해, 연구에서는 23종의 ‘국어’ 및 ‘생활국어’ 교과서를 대상으로 다음과 같은 사항들을 검토하였다 : ① 성취 수준 적용의 유연성, ② 내용 조직의 창의성, ③ 제재 선정의 적정성, ④ 교재 간의 연계성. 분석의 결과, 일반적으로 이들 검정 교과서에서는 검정 교과서 체제의 근본 가치 중 하나인 자율성이 자발적으로 포기되고 있으며, 이는 검정 체제의 경직성에서 비롯되고 있음을 확인할 수 있었다. 연구에서는 세 가지 해결 방안을 제시하여 그 해결을 모색하였다. 첫째, 교과서 검정 기준은 명확하고 구체적이어야 한다. 둘째, 교과서 채택의 전문성을 강화하기 위해, 교사들을 대상으로 좋은 교과서를 분별할 수 있게 하는 교육이 시행되어야 한다. 그리고 셋째, 검정 및 개발 주체로서의 자격 요건을 강화하여야 한다.

영문 초록

The aim of this study is to investigate the problems of authorization system in the process of developing, authorizing, and adopting the textbook as a government-authorized textbook, through analyzing the unit organization structure and materials of middle school Korean language arts textbook of the 2007 revised korean national curriculum. For this aim, I analyzed four problem items of 23 kinds of 'Kukeo(Korean language)' and 'Kukeo Saenghwal(Living Korean language)' 1-1 in secondary school, as follows : ① flexibility on applying achievement standards, ② creativity on content organization, ③ propriety on text adopting, and ④ association between the textbooks. As a result of this analysis, I ascertained that the common problem among the above items was the fact that the textbook had developers spontaneously given up their self-regulation, one of the fundamental values of government-authorized textbook system, and that this matter was caused by inflexibility in this system. In response, I suggested the three solutions. The first, authorization standards of textbook must be clarified and particularized. The second, to ensure the speciality in adopting the textbook, educating to help appreciate the good textbook should be offered for teachers. And the third, the objective qualification criteria as the subjects both in authorizing and developing the textbook must be required to upgrade.
