국문 초록

연구목적 본 연구는 교원 전문적 학습공동체 활성화를 위해 학교 단위, 교육(지원)청 단위에서 필요한정책적 지원방안이 무엇인지를 밝히고자 한다. 연구방법 이를 위해 시⋅도 교육청 연구보고서 16편을 검토하여 교원 전문적 학습공동체 지원방안 항목을도출하여 조사 문항을 구성하였다. 이어 충북지역 유⋅초⋅중⋅고 교사 2,468명을 대상으로 설문조사를실시하여, 대응표본 t-검정, IPA 분석, Borich 요구도, The Locus for Focus 분석 등을 통해 우선순위를파악하였다. 연구결과 연구 결과, 교사들은 ‘업무경감 및 재구조화’를 학교 및 교육(지원)청 단위 모두에서 최우선적으로지원해야 하는 ‘중점개선’ 영역으로 보았다. 결론 여기에는 해당 사업이 교사의 자발적 참여라는 교원 전문적 학습공동체 본연의 목적성을 최대한반영해야 한다는 기본 인식이 포함되어 있다. 그에 따라 학교 및 교육(지원)청이 교원 참여를 위한 환경의기본 토대를 마련하고, 관리자 및 교사리더는 공동체적 비전 제시와 공유를 위해 적합한 리더십을 발휘해야한다. 이러한 학교 풍토 속에서 교사들이 활동에 자발적으로 참여하고, 교원 전문적 학습공동체가 보다활성화될 수 있다.

영문 초록

Purpose: This study intended to clarify what policy support measures are needed at the school leveland the education (support) office level to boost the professional learning community of teachers. Methods: For this, the items of a support plan were derived and survey questions were composedby reviewing research reports of 16 provincial Education Offices. Following this, a survey was carriedout with 2,468 (elementary, middle, and high school) teachers in the Chungbuk region, and prioritieswere identified through the paired t-test, IPA analysis, Borich’s Needs Analysis the Locus of FocusModel. Results: Teachers viewed ‘workload reduction and restructuring’ as an area of ‘focused improvement’that should be supported first by schools and the District Offices of Education. Conclusion: This study found that the project should reflect the original purpose of the professionallearning community of teachers as much as possible, that is, the voluntary participation of teachers. Accordingly, schools and the District Offices of Education should lay the basic foundation of anenvironment for participation, and school administrators and teacher leaders should exercise appropriateleadership to present and share a community vision. In such a school climate, teachers can voluntarilyparticipate in activities and the teacher-professional learning community can be more active.
