대학 구조개혁 정책에 대한 비판적 담론 분석

국문 초록

연구목적 본 연구에서는 Fairclough의 비판적 담론 분석을 적용하여 이명박 정부, 박근혜 정부, 문재인 정부의 대학 구조개혁 정책을 둘러싼 담론들의 역할과 의미를 탐색해 보고자 했다. 연구방법 이러한 목적을 달성하기 위해 2011년 7월부터 2021년 12월까지 발행된 조선일보, 중앙일보,동아일보, 한겨례, 경향신문의 대학 구조개혁 정책 관련 신문 기사 418편을 대상으로 Fairclough의 비판적분석 담론인 텍스트적 실천 분석, 담론적 실천 분석, 사회적 실천 분석을 실시하였다. 연구결과 연구 결과, 텍스트 분석에서는 대학 구조개혁 정책을 찬성하는 주체들은 대학 구조개혁이 반드시필요하다는 것을 사실로 만드는 전제들을 텍스트 전반에 잠재시켰고, 반대하는 주체들은 이에 반대되는논리로 담론을 재생산하였다. 담론적 실천에서는 담론의 상호작용을 분석하여 각 정부에서 결과적으로 부각되는 담론을 살펴보았다. 사회적 실천에서는 총장 직선제 폐지와 신자유주의 이념 및 대학구조개혁위원회의발족 등의 복합적인 상황적 맥락과 제도적 맥락이 대학 구조개혁 정책에 영향을 미치는 것으로 나타났다. 결론 각 정부의 대학 구조개혁 정책을 둘러싼 찬성과 반대 담론을 살펴봄으로써 핵심주체의 입장을 대변하기 위해 담론을 활용하며 정교화시키고 있다는 것을 알 수 있었다. 또한, 향후 정책담론에서는 교육 수요자들의 목소리가 더욱 더 반영되고 교육 수요자들은 이에 대해 비판적인 시각으로 접근해야 할 필요가 있을것이다.

영문 초록

Purpose: In this study, by applying Fairclough s critical discourse analysis, we tried to explore theroles and meanings of the discourses surrounding the university structural reform policies of the LeeMyung-bak government, Park Geun-hye government, and Moon Jae-in government. Methods: To achieve this goal, Fairclough s critical analysis of textual practice analysis, discoursepractice analysis, and social practice analysis were conducted on 418 newspaper articles related touniversity structural reform policies published from July 2011 to December 2021. Results: As a result of the study, in text analysis, subjects in favor of the university structural reformpolicy implied the premise that university structural reform was essential throughout the text, andopponents reproduced the discourse with opposite logic. In discourse practice, the interaction ofdiscourse was analyzed to examine the discourse that emerged as a result of each government. Insocial practice, it was found that complex context and institutional context such as the abolition ofthe direct presidential system and the launch of the Neoliberal ideology and the University StructuralReform Committee influenced university structural reform policies. Conclusion: By examining the pros and cons of each government s university structural reform policy,it can be seen that discourse is being used and elaborated to represent the position of key subjects. In addition, in future policy discourse, the voices of education consumers will be more reflected,and education consumers will need to approach this from a critical perspective.
