주거환경 취약지역에 대한 도시재생 뉴딜사업의 실태분석

국문 초록

정부는 현재 인구의 감소, 산업구조의 변화, 도시의 무분별한 확장(Urban sprawl), 주거환경의 노후화 등으로 쇠퇴하는 도시를 활성화시키기 위하여 도시재생 뉴딜사업을 시행하고 있다. 그러나 현재의 도시재생 뉴딜사업은 추진과정에서 지역자원 및 역량, 거주자의 요구 등 특성의 반영이 미비한 실정이다. 특히, 저소득층이 주로 거주하는 쇠퇴 기성 시가지는 생활환경이 매우 취약하여 각종 사회적 문제가 빈번하게 발생하고 있으나, 정부의 물리적(Physical) 환경개선 위주의재원 소요정책과 거주자의 의견 반영이 부족함에 따라 이를 해결할 방안이 요구되고 있다. 따라서 본 연구에서는 주거환경 취약지역(이하 취약지역이라 한다)을 대상으로 주거환경 개선을 목적으로 하는 도시재생 뉴딜사업의 유형과 현황을 분석하고, 대상지 주민들의 적극적 의견수렴을 통하여 효율적인 사업추진을 위한 개선방안을 도출함으로써 주거환경 취약지역을 대상으로 하는 도시재생 뉴딜사업의 다음과 같은 개선방안을 제시하였다. 주민의 의견을 수렴한 결과, 주거환경 취약지역의 생활환경을 개선하기 위해서는 노후주택의 개량 및 생활 필요 시설의 확보가 가장 중요하게 요구되었다. 또한, 거주형태에 따라 마을만족도에 차이가 있는 것으로 나타났다. 따라서 주거환경 취약지역을 대상으로 이루어지는 도시재생 뉴딜사업은 주민이 요구하는 시설을 우선적으로 조성할 필요성이 있으며, 거주환경에 따른 사업의 차등적 적용을 위하여 주민 의견 수렴 기간을 늘려 장기적인 발전 계획을 수립하여야 할 것이다.

영문 초록

The government is currently implementing the Urban Regeneration New Deal project to revitalize declining cities due to a decrease in population, changes in industrial structure, urban sprawl, and aging residential environment. However, the current urban regeneration new deal project is insufficient to reflect characteristics such as local resources, capabilities, and the needs of residents in the process of implementing it. In particular, the declining urban area, where low-income people mainly reside, has a very weak living environment, causing various social problems, but the government s policy to improve the physical environment and lack reflection of residents opinions. Therefore, this study analyzed the types and status of urban regeneration new deal projects aimed at improving the residential environment (hereinafter referred to as vulnerable areas) and suggested the following improvement measures for efficient project promotion. As a result of collecting opinions from residents, it was most important to improve the living environment in areas where the residential environment is vulnerable, and to secure facilities that require living. In addition, it was found that there was a difference in village satisfaction according to the type of residence. Therefore, it is necessary to preferentially create facilities required by residents for urban regeneration new deal projects for vulnerable residential environments, and a long-term development plan should be established by extending the period of collecting opinion
