지역축제의 경제적 효과에 관한 실증 분석

국문 초록

본고에서는 지역축제의 서비스소비에 대한 효과를 경제성장이론에 바탕을 둔 구조적 추정식을 도출하고, 지역패널자료를 이용하여, 축제와 관련성이 높을 것으로 예측된 도소매업, 운수업, 숙박 및 음식업, 문화 및 기타 서비스업 4개 업종을 대상으로 추정하였다. 추정결과 지역축제가 축제 개최 지역의 소비에 긍정적인 효과를 준다는 결과를 얻지 못하였다. 오히려 운수업과 음식숙박업에서는 지역 축제가 해당지역 소비에 유의적으로 부정적인 관계가 있는 것으로 추정되었다. 또한, 이 두 업종에서 부산시 다른 지역의 축제도 지역 소비에 부정적인 관계가 있는 것으로 추정되었다. 이러한 추정 결과는 부산시 지역에서 지역 축제가 해당 지역뿐만 아니라 다른 지역의 운수업과 음식숙박 소비에 부정적임을 시사하며, 축제 기간이 증가할수록, 축제가 누적될수록, 축제 수가 증가할수록 부정적으로 나타난 것으로 보아 지역축제의 수나 축제 기간이 적정수준 보다 많고, 유사한 축제가 누적되어, 축제에 대한 관심도나 참여 동기를 떨어뜨린 것으로 해석할 수 있다. 또한, 축제를 개최한 지역뿐만 아니라 이웃 지역 소비에도 부정적인 결과를 초래한 것으로 보인다. 이에 따라 향후 부산시의 지역축제는 축제의 수나 기간을 전반적으로 줄일 필요가 있으며, 유사한 축제는 통합할 필요가 있다. 특히, 부산시 전체의 축제 수나 기간을 일정 수준을 벗어나지 않도록 조정하는 것이 요구되며, 이를 위해서는 여러 구·군이 함께 연합하여 지역축제를 통합 개최하는 방식을 취하는 것이 바람직할 것이다.

영문 초록

In this paper, the relation of local festivals to consumption is derived from the economic growth theory, and by using regional panel data, it is estimated on the four service industries; wholesale and retail trade, transportation and storage, accommodation and food services, and cultural and other service industries. As a result of the estimation, it is not possible to obtain that local festivals have a positive effect on service consumption in the district where the festivals are held. Rather, it is estimated that local festivals have a significantly negative relationship with consumption in the district in the transportation and storage services and accommodation and food services. In addition, in these two industries, local festivals in other districts of Busan are also estimated to have a negative relationship with consumption in the district. These estimation results suggest that local festivals in a district in Busan are negative for the two service industries not only in that district but also in other districts. As the festival period increased, the number of festivals increased, and the number of festivals increased, the relationship between consumption and festivals is negative. Therefore, for local festivals in Busan in the future, it is necessary to reduce the overall number and duration of festivals and to integrate similar festivals.
