여행비용 접근법을 활용한 서울숲의 방문가치 산정

국문 초록

도시지역 쾌적성을 위하여 도시공원의 필요성과 중요성이 증가되고 있다. 그러나 도시공원의 가치는 대부분 조건부 가치측정법이나 헤도닉 가격모형 등 가치산정방법론으로 추정되어 정책수립과정에서 과소평가된 경향이 있어 왔다. 예를 들어 조건부 가치측정법의 경우 가상의 시나리오에 방문여부와 상관없이 지불의사를 묻기 때문에 다양한 편의가 발생할 수 있으며, 헤도닉 가격모형의 경우 혜택을 입는 수혜자를 인접지역 가구로 한정하게 된다. 이에 본 연구에서는 방문자의 사용가치를 기반으로 공원의 가치를 산정하는 여행비용 접근법을 활용하여 기존에 조건부가치측정법과 헤도닉 가격모형을 활용하여 산정된 서울숲의 가치를 비교 평가함으로써 학술적․정책적 시사점을 도출하고자 하였다. 서울시 동북권 5개 구와 동남권 3개 구에 거주하는 서울숲 방문경험자 774명을 대상으로 여행비용 접근법을 적용한 결과, 1회 방문시 1인당 가치는 9,920.63원에 달하는 것으로 나타났으며, 이를 연간 서울숲 방문자를 고려하여 환산하면, 서울숲의 연간 방문가치는 2017년 방문객 기준으로 659.7억원에 달하는 것으로 나타났다. 기존의 조건부 가치측정법을 적용한 연구에서 도출된 서울숲의 총가치 944억원과 헤도닉가격모형을 적용하여 도출된 16.1억원과 비교해 보면 여행비용 접근법의 분석결과가 상대적으로 큰 것으로 확인할 수 있었다.

영문 초록

The necessity and importance of urban parks are increasing from the viewpoint of the comfort of living environment. However, there has been a tendency to underestimate the value of urban parks in the policy establishment process since most of the valuations have applied the valuation methods such as the contingent valuation method and the hedonic pricing method. The contingent valuation method could suffer from various hypothetical bias since the willingness to pay is measured irrespective of the visit of respondents. On the other hand, the hedonic pricing method limits the beneficiaries to the residents near the urban parks. In these respects, the travel cost model can provide more reasonable information about the value of urban parks compared to the contingent valuation method and the hedonic price model. Therefore, this study uses the travel cost model to estimate the value of Seoul forest and compare the results with those estimated by the contingent valuation method or the hedonic pricing method in the existing studies. The results of the study shows that the visit value of Seoul forest by the travel cost method is 9,920.63 won per person which is relatively higher than the estimates in the existing studies.
