국문 초록

최근 빈번한 산불 발생과 그로 인한 피해가 커지면서 산불관리의 중요성이 대두되고 있다. 한정된 인력과 재원으로 효율적인 산불관리를 위해서는 시군을 상대적으로 위험성이 높은 지역과 낮은 지역으로 분류하여 고위험 지역과 저위험 지역에 대하여 다르게 접근하는 것이 필요하다. 이를 위하여 본 논문에서는 강원도 내 18개 시군에 대하여 국립산림과학원에서 발표하는 산불위험지수(forest fire risk index, FFRI) 자료에 계층적 모형을 사용하여 시군을 대표하는 평균 위험지수가 지리적, 행정적 유사성으로 인하여 강원도 내 시군에 공통으로 존재하는 특성과 동시에 시군 고유의 특성을 적절히 반영하도록 하며, 평균 위험지수에 저위험지역과 고위험지역을 부분분포(component distribution)로 갖는 합성 사전분포를 사용하여 모형에 기반한 분류(model-based clustering)를 수행한다. 마코브 체인 몬테칼로 기법을 사용하여 각 시군에 대하여 산불 고위험 지역과 산불 저위험 지역에 속할 사후확률을 추정하며, 추정된 확률에 근거하여 시군의 분류를 수행할 수 있고, 또한 분류에 따르는 불확실성의 정도를 제공한다.

영문 초록

Prevention of forest fire is very important since forest fire is more frequent these days and the loss from forest fire is increasing. Due to limited resources, it is necessary to cluster cities and counties into high and low risk areas and use different approaches to different clusters. In this paper, we analyze forest fire risk index (FFRI) data for 18 cities/counties of Kangwon-do. A hierarchical model is used to estimate mean FFRI’s for cities/counties which incorporate both common characteristics shared by all cities/counties and unique characteristics of cities/counties. A mixture distribution whose component distributions represent high and low risk areas is used as a prior for the mean FFRI of cities/counties. Bayesian inference using a Markov chain Monte Carlo provides membership probabilities for cities/counties to high and low risk areas, and based on these probabilities clustering can be done and uncertainties of clustering can be provided.
