현금청산율이 도시재정비촉진사업에 미치는 영향 분석

국문 초록

현재 부산시가 추진 중인 재정비촉진사업이 향후 지속가능한 도시정비수단으로 활성화되기 위해서는 조합원의 현금청산비율을 극소화하여 사업비용을 절감함으로써 사업성을 개선시켜야만 할 것이다. 재정비촉진사업은 수도권의 부동산시장환경에 적합하도록 도시재정비촉진법이 제정되었으며, 이에 준해서 재정비촉진계획도 지역별로 수립하여 시행하고 있다. 그러나 부산지역의 주택시장환경과 수도권의 주택시장환경은 질적ㆍ양적으로 판이하다. 부산지역에서 수립된 재정비촉진지구는 총 5개소인데 촉진계획의 접근방식은 수도권의 계획방식을 그대로 답습하고 있는 실정이다. 이러한 상황에서 사업성을 확보할 수 있는 기준이 제시되더라도 사업자체가 지지부진한 이유는 근본적으로 수익성이 문제가 아닌 시장성의 문제라는 것이다. 이에 본 연구에서는 주택시장성의 문제 해결을 위하여 조합원의 현금청산율을 감소하는 방안모색과 현금청산이 사업성에 미치는 영향을 구역별ㆍ요인별로 살펴보았으며, 현금청산을 줄이기 위한 대안으로 사업추진방식의 변경을 대안으로 제시하였다.

영문 초록

A construction companies do not want to participate in revitalization of renewal project in Busan area because benefits from the project is not much enough and the risk of unsold homes(apartments) is high. This study was started from a question that the problems raised from the companies are reasonable. The aim of study is to analyze proper feasibility and risk of unsold apartments in revitalization of renewal project and to apply the results to the performance of project. If this study shows correlations between many factors that influence feasibility and the correlations can be explained to be related with renewal project, it will provide reasons to support or object the attitudes of construction companies to the revitalization of renewal project. This study analyzed the opinion and requirement of original residents to renewal project and investigated the actual feasibility of renewal project from the analysis. The try of renewal project based on the residential features and property features of original residents might increase their stay in renewal apartment, resulting in successful renewal project.
