국문 초록

우리나라의 주택정책은 지역적 특성이 상이함에도 불구하고 주택공급계획이 가구증가, 멸실 주택수, 소득증가 등 총량변수의 변동에 기초하여 수립됨으로써 지역별 정책수요를 명확하게 반영하지 못하고 있다. 지역별·계층별 주거서비스 격차에 대한 실태분석이 되지 않은 상태에서 공공주택 공급계획을 포함한 주택정책이 수립되어 어떤 지역에 주택을 공급할 것인지, 어느 계층에 공급할 것인지, 지역별·계층별로 수요는 있는지, 주택공급 이외의 정책수단은 무엇인지가 불분명한 실정이다. 본 연구는 지방중소도시의 지역간·계층별 주거특성 및 주거서비스 격차를 파악하여 지역별·계층별 특성에 부합하는 정책방향을 모색하고 제시함으로서 향후 주택정책 추진에 유용한 기초자료를 제공하는 것을 목적으로 한다. 분석결과 주택공급물량확대에 따라 대부분의 지역에서 수급불균형 완화되었으며 주택보급률이 높은 군부에는 신규 주택공급보다는 기존주택의 질적 수준향상을 위한 정책적 접근이 필요하다. 즉 향후에는 총량적인 주택정책에서 벗어나 지역별 특성에 맞는 주택정책수립이 필요할 것으로 판단된다.

영문 초록

The massive supply of housing that has continued since the 1990 s has led to a significant quantitative improvement in the housing service. The housing supply ratio has exceeded 100% marking 105.9% in 2005. While the quality of the housing service is improving in general, there is a significant discrepancy among regions. Whereas the housing supply has increased due to the continued massive supply, the housing environment has remained unsatisfactory. This study is to support policy development for housing welfare that meets housing service needs of the people by thoroughly analyzing the housing service by region and class. In conclusion, for the promotion of housing welfare, the first step is to conduct consistent statistical surveys to identify the actual conditions of the housing service. Based on this, the government can identify housing service discrepancies among regions and classes and accordingly implement customized policies corresponding with each individual household s needs. In urban areas, policies are required that are aimed at a stable housing supply, and a stabilized housing price. In rural areas, policy support is required to improve the quality of the housing service by improving housing conditions and the housing environment. Housing welfare policies should be established especially for low-income households and senior citizen households in the major cities.
