VOCs 삭감을 통한 오존농도 감소의 건강 편익 추정 연구

국문 초록

본 연구에서는 오존을 생성시키는 오염물질(VOCs, NOx)의 배출 억제를 통해 오존농도가 감소됨으로써 발생하는 편익을 추정하였다. 먼저 프로빗모형(probit model)을 이용하여 오존의 농도변화에 따른 호흡기계 질환의 발생 확률을 추정하고, 패널데이터 분석모형을 이용하여 VOCs, NOx 등의 배출량 증가가 오존 농도의 변화에 미치는 전환계수를 추정하였다. 분석결과 오존농도 1%감소가 호흡기계 질환으로 인한 내원확률을 0.1611, 입원확률을 0.0407 감소시키는 것으로 추정되었다. 또한 전환계수 분석에서는 VOCs 배출량이 1% 감소했을 때 대기중의 오존농도를 0.089% 감소시키는 것으로 추정되었다. 이들 추정치를 이용하여 VOCs 1톤 감소가 대기중의 오존농도를 감소시킴으로서 나타나는 VOCs-오존 원단위 편익은 약 1.35억 원으로 계산되었다. VOCs-오존 원단위 편익은 VOCs 배출량 삭감의 2차 효과를 반영한 것으로써 VOCs의 원단위 환경편익 추정 시 1차 효과(직접효과)에 더하여 추가로 고려되어야 하며, 향후 오존 오염 감소를 위한 VOCs 배출량 저감 정책의 평가 및 타당성에 유용하게 활용될 수 있을 것이다. 본 연구에서 추정된 VOCs-오존의 원단위 편익 추정치는 병원에 내원 또는 입원하는 시간의 기회비용이 포함되어 있지 않은 점에서 과소평가되었을 가능성이 높다. 따라서 본 추정치는 오존 원단위 편익으로써 하한으로 간주하는 것이 타당할 것이다.

영문 초록

In this paper, we estimated the health benefits arising from the reduction in ozone (O3) concentrations in the atmosphere, through the emissions control of the pollutants (VOCs or NOx) to produce ozone. Firstly we estimated the probability of respiratory diseases caused by the changes in ozone concentrations using probit model. And then, we estimated the conversion factor which indicated the impact of the VOCs or NOx emissions on ozone concentrations in the atmosphere, using panel data analysis. The estimation results showed that 1% reduction of the ozone concentration reduced ambulatory care probability 0.1611 and inpatient care probability 0.0407. Meanwhile, 1% decrease from current VOCs emissions reduced ozone concentration in the atmosphere 0.089%. Using these results, we found that the health benefit for one tonne decrease of VOCs emissions was about 135 million Won. In the future, our results will be useful to evaluate the feasibility of the VOCs reduction policy for reducing the concentration of ozone in the atmosphere.
