베이지안 접근법을 활용한 서울시 도시재생 사업의 편익 산정

국문 초록

서울시에서는 지역적 특성과 지속가능성을 고려한 ‘서울형 도시재생’ 사업을 추진 중이다. 도시재생은 기존의 도시재개발 등의 방식과 달리 물리적 공간의 개선뿐 아니라, 기존 주민 커뮤니티의 활성화, 이해관계자간의 합의 등 무형의 가치도 중요한 과제로 보는 통합적 관점의 정비를 목표로 한다. 이러한 도시재생 사업의 타당성 확보를 위해서는 경제적 편익 산정이 필수적이다. 본 연구에서는 플랫폼창동61의 사례에 대하여 조건부가치측정법을 적용하여 서울시민들의 경제적 편익을 산정하고자 한다. 특히 본 연구는 최우추정법을 활용하는 기존 방법론과 달리 베이지안 추정법을 적용하였으며, 1.5경계모형을 활용하여 데이터를 수집하였다. 분석결과 서울시 특정 도시재생 사업에 대한 응답자들의 가구당 지불의사액은 연간 4,108원으로 나타났다. 이를 서울시 전체 가구로 확장해 최종적으로 얻어낸 총 편익은 연간 약 150억 원으로 산정되었다.

영문 초록

The current ‘urban regeneration’ projects are proceeding in a way that complements the various problems created by existing ‘urban renewal’ projects. Seoul Metropolitan Government is pushing for ‘Seoul-type urban regeneration’ projects which aligned with the central government s urban regeneration policy and strategy. Additional costs for citizens are necessary to push ahead with these kind of projects. It is difficult to justify the validity of the projects if the cost of improvement through urban regeneration is greater than that of the benefits. In this study, we measured Seoul citizens willingness to pay (WTP) and extracted quantitative informations employing the contingent valuation method (CVM) for the urban regeneration project ‘Platform Chang-dong 61 in Seoul. This study employed the one and one-half bound dichotomous choice (DC) model. we also employed the Bayesian estimation in order to dealing with small sample problem. According to estimating ways, mean WTP for the urban regeneration project is 4,108 KRW per year, and annual gross benefit in Seoul is 15.0 billion KRW.
