몽골친정 중 군령으로 본 청군(淸軍)의 군율 고(考)

국문 초록

글은 18세기 세계 최강의 강국 건설의 기틀을 만든 청조(淸朝)의 강희황제가 청군(淸軍)에 어떠한 보훈책과 군율을 시행했고, 당시 청군의 군기는 어떠했는가? 하는 것을 당시 몽골친정(親征) 직후에 작성한 『친정평정삭막방략』의 기록을 통해서 청군의 군율(출정 시 개인별 표식, 출발 시 순서, 행군 도중 금주, 거주민 피해 엄금, 탈영병 추적, 숙영 시 질서 유지, 초소 근무 요령, 당직 순찰병 복장 및 임무, 적과 조우 시 행동, 낙타와 말의 관리 법, 군량 휴대량, 숙영지에서 지켜야 할 군령 등, 출정 중 행군 시 지켜야할 군령)을 제시해 보고자 한 것이다. 아편전쟁 이전의 청조는 경제면에서 보면 영국을 능가할 정도였으며, 18세기 청조의 GDP는 전 세계 1-2위 수준이었음을 경제학자들은 계산하고 있다. 이러한 건륭시기의 전성기를 구가할 수 있는 토대가 만들어진 것은 강희․옹정 시기의 통치에서 비롯된 것이다. 충분한 경제력을 바탕으로 시행된 강희의 몽골친정은 엄정한 군율과 보훈이 시행된 원정이었다. 원정준비부터의 치밀한 계획과 행군 중의 시행된 엄격한 군율과 보훈책은 어려운 사막과 초원 원정에서 승리를 이끌어 낼 수 있었던 배경이었다. 군령과 군기, 국가 기강의 상관관계를 증명하기는 쉽지 않으나 어느 정도 관계가 있다는 생각이다. 언론에 보도되고 있는 방산비리 문제 보도에 접하면서, 17세기 청군의 군율을 통해서 군의 군기(軍紀)에 대해서 생각해 보고자 하였다.

영문 초록

This research investigated the military order of Qing Military based on the record of 『Qinzhengpingdingshuomofanglǔe』, which was composed immediately after The emperor lead the army to conquer Mongol, which described a scheme of rewarding patriotism and military order of the emperor Kangxi of Qingchao, who established the basis of a powerful nation during the 18th century, over Qing military, and the military discipline of Qing military during that period. Qing Dynasty before the Opium Wars was powerful enough to surpass the Great Britain in the economic aspect, and the economists estimate that GDP of Qing during the 18th century was world No.1-2. The basis of glory days of Qianlong period was established during the rule of Kangxi․Yongzheng period. Kangxi’s lead the army to conquer Mongol, based on enough economic power, was an expedition based on a strict military order and welfare. The elaborate plan from the preparation of expedition and the strict military order and welfare during the march were the background of victory in the tough expedition in the desert and the grassland. The researcher intended to consider the military order of the military based on the military order of Qing military of the 17th century, hearing about defense industry corruption or sexual harassment of military commanders which are frequently reported in the press.
