탈북학생 입국초기 및 전환기 교육 체계 개선 방안 연구

국문 초록

본 연구는 통일부(하나원)와 교육부(시도교육청)로 이원화되어 있는 탈북학생 입국초기와 전환기1) 교육을 통합 연계하여 탈북학생 입국 초반기 교육을 효과적이고 효율적으로 하기 위한 개선 방안 제안을 목적으로 한다. 개선 방안으로는 첫째, 탈북 학생 입국초기와 전환기 교육을 교육부로 일원화하여 체계적인 입국 초반기 교육을 통해 탈북학생들의 학교 적응력을 향상 시킬 필요가 있다. 둘째, 국립학교 설립 또는 기존 학교의 국립 전환으로 전국단위 교원들의 순환 근무를 통해 남북한 통일을 대 비한 교원 양성과 탈북학생 지도역량을 전국 시도교육청으로 확산할 필요가 있다. 이 개선 방안에 대해 공감 정도를 알아보기 위해 탈북학생을 지도한 경험이 있는 68명의 교원들을 대상으로 2018년 6월 1일부터 6월 12일까지 설문조사를 실시하고 결과를 분석하였다. 연구 결과를 보면 탈북학생들의 입국초기와 전환기 교육을 위해서는 교육 기관의 일원화와 국립학교 설립의 필요성이 절실함을 알 수 있다.

영문 초록

The purpose of this study is to propose an improvement plan for effective and efficient education for the North Korean refugee students who are in the early stage of settlement by integrating the existing dualistic system of ‘Initial Entry’ and ‘Transitional’ period education, which are now respectively assigned to the Ministry of Unification(Hanawon) and the Ministry of Education(Education office of Province). First, there is a need to improve the adaptability of the North Korean refugee students to the school through the systematic early education by integrating ‘Initial Entry’ and ‘Transitional’ period education into a single program and assigning the whole process to the Ministry of Education. Second, it is necessary to establish national schools for the North Korean students or converting current schools to national ones in order to nurture teachers to prepare for the unification of North and South Korea through the rotation of teachers nationwide and to expand the teachers’ guiding ability for the students under the direction of each province’s office of education. A questionnaire survey was conducted from June 1st, 2018 to June 12th, 2018 and the responses of 68 teachers who had experience teaching students escaping from North Korea were analyzed to estimate the degree of approval for the improvement plan. The results show that the need for the integrated education and the establishment of national schools is crucial for ‘Initial Entry’ and ‘Transitional’ period education for the North Korean refugee students.
