국문 초록

본 연구는 교육과정 문서와 교육 현장의 교육과정 질 관리 현황 및 실태 분석을 통해 국가 수준의 교육과정 질 관리 방안을 제안하는 데 그 목적이 있다. 이를 위해 2009 개정 교육과정 총론과 교과 교육과정 문서, 현장의 교육과정 질 관리 현황과 실태를 분석하고, 이를 토대로 국가 교육과정 질 관리를 위한 개선 방안을 제시하였다. 교육과정 총론 문서에서는 국가수준의 학업성취도 평가, 학교 및 시․도교육청 평가, 교육과정 편성․운영에 관한 평가를 중심으로 제시되고, 교과 교육과정 문서에서는 주로 학생에 대한 평가를 중심으로 제시되고 있었다. 특히 대부분의 교과에서 관련 지침이 매우 개괄적이고 선언적 수준이어서 교육과정 질 관리의 실제적 기제로 작용하기는 어렵다고 판단되었다. 교육과정 주체별 교육과정 질 관리 현황 및 실태 분석에서도 실질적인 교육과정 개선에는 미흡하였고 평가를 통한 교육과정 질 관리 도 대체로 형식적인 것으로 파악되었다. 본 연구에서는 국가 교육과정의 질 관리를 위한 방안을 모색하기 위해 교육과정 구성 요소, 주체(수준), 개발 및 적용 단계(절차) 3가지 차원에서 교육과정 질 관리를 개념화하고, 이에 따른 교육과정 질 관리 체제(안)으로 교육과정 주체별(국가, 지역, 학교 수준) 역할을 중심으로 제안하였으며, 이에 대한 실천 전략을 구체화하는 작업 이 요청된다는 점을 명시하였다.

영문 초록

The aim of this study is to make some meaningful suggestions for the improvement plan of curriculum quality-management in the 2009 Revised Curriculum through analyzing curriculum document and its present practice, and actual condition. The curriculum pantography and the subject curriculum were subjected to scrutiny by the management guidelines of the national curriculum. The curriculum pantography included various evaluations of academic achievement testing, school and local and provincial education offices evaluation and curriculum organization and implementation. And the subject curriculum included evaluation that focuses on students. The practical condition of curriculum quality-management focused upon the role of curriculum quality-management and actual condition analyses of national, local and provincial education offices and school levels. Based on the result yielded by analysis of the curriculum document and actual condition of curriculum quality-management, there are needs to revitalize positive functions of existing methods and systematize the quality-management plan and clarify the role of curriculum subjects. There is a need to research on the curriculum quality-management system and devise a specific plan focusing on the curriculum development and application phase, and the role of curriculum subjects through this systematic approach.
