국문 초록

UN, OECD, WTO 등의 국제기구들에서는 정제체계 내에서 관광산업의 규명과 실체 파악을 위한 견해를 밝히고 있는 바, 이는 관광위성계정(TSA)으로 대변될 수 있다. 본 연구에서는 지역단위에서의 TSA 작성을 통해 강원도 지역경제에서 관광산업의 기여도와 영향을 파악하고자 하였다. 일반적으로 TSA는 관광 관련 경제주체들의 소비 및 생산과 관련된 순환과정을 보여주지만, 지역을 단위로 작성되는 지역관광위성계정은 여기에 지역간 관광거래를 구체화할 필요가 있다. 이러한 관계는 캐나다의 PTSA의 경우에서도 확인할 수 있는 젓이다. 이 논문에서는 국제기구들의 권고안과 캐나다의 사례를 바탕으로 강원도 지역 단위의 관광위성계정 작성을 시도하였다. 이 때 지역간 관광거래는 한국관광공사의 내외국인 여행실태 조사자료를 바탕으로 추계되었으며, 지역관광위생계정의 공급부문의 추계과정에는 주로 한국은행의 국민계정 자료들이 활용되었다. GTSA의 작성 결과, 2004년 기준으로 강원도 내에서 발생한 관광소비 규모는 총 1,854십억원으로 추계되었으며, 이는 전국 총 국내관광소비의 8.9%에 이르는 것이다. 이러한 지역내 관광소비에 대응하여 창출되는 강원 관광부가가치(TVA)가 강원도 GRDP에서 차지하는 비중이 6.4%에 이르는 것으로 분석되었다. 참고적으로 전국 관광부가가치의 합인 관광 GDP가 전체 GDP에서 차지하는 비중이 2.7%라는 점을 감안한다면, 강원도에서 관광부문의 비중은 상대적으로 높다고 할 수 있다. 고용규모 측면에서도 이화 통일한 결과가 제시되었다.

영문 초록

International institutions such as UN, OECD, WTO offer their own options to clarify and understand the actual status of the tourism industry in the economy to members, which am be represented as tourism satellite accounts(TSA). This paper attempts to construct TSA at the regional level, and tries to estimate the size of tourism industry in the Gangwon economy. Generally speaking, the regional TSA should show the transactions between regional economies, and this has been observed in the case of the Canadian provincial and territorial TSA(PTSA). Gangwon TSA in this paper is constructed based on inter-regional tourism transactions using the actual tourism status of domestic and foreign tourists investigated by Korea Natural Tourism Organization and rational accounts by bank of Korea. Gangwon TSA shows that the internal tourism consumption of Gangwon province is 8.9% of total domestic internal tourism consumption of Korea in the year of 2004. The sum of value-added associated with tourism consumption that is tourism CRDP in Gangwon province reaches 6.4% of the entire CRDP of Gangwon province. Compared with the share of tourism GDP, which is 2.7% in the same year, this is relatively high and reveals that tourism industry is the leading sector in the Gangwon economy. The same result is also founded in the stare of employment in that sector.
