워케이션을 통한 지방소멸 대응방안 연구

국문 초록

목적: 본 연구의 목적은 지방소멸을 대응하기 위한 방법으로 워케이션을 적용하는 데 있다. 지방소멸과 워케이션은 학문적 연구는 미흡한 실정으로 워케이션을 통한 관계 및 정주인구 증가에 기여할 수 있는 정책적 제언을 제공함에 목적이 있다. 방법: 연구 초기단계에서 연구의 통찰력과 아이디어를 획득하기 위해 주요 활용하는 표적집단면접법을 활용한 질적연구를 진행하고자 한다. 결과: 첫째 워케이션의 필요성과 기대효과에 관해 수요자들은 워케이션이 업무 스트레스 해소와 업무효율성에 도움을 준다하였고 공급자와 전문가 집단은 지방소멸 및 지역경제 활성화 부분에 주목하였다. 둘째, 워케이션 최적지로 수요자 집단은 도심에서 벗어난 한적하고 자연환경이 아름다운 곳을 손꼽았고, 공급자와 전문가 집단은 인프라가 잘 갖춰진 곳을 선호하였다. 셋째, 워케이션과 관광과의 연계성은 수요자, 공급자, 전문가 모두 연계성이 높다하였으며, 세대을 아우를 수 있고 참여자들의 수요를 반영한 프로그램을 기획하되 무엇보다 지역의 고유성을 반영한 차별화된 프로그램 운영으로 전라남도만의 매력을 높여야 한다고 하였다. 넷째, 지원정책으로는 수요자는 기업의 측면에서 워케이션 참여를 장려할 수 있는 사내 프로그램과 제도가 마련되어야 한다 했고, 공급자와 전문가는 워케이션의 활성화를 위한 지자체의 적극적인 정책수립이 필요하며 지역의 유휴자원을 활용한 인프라 구축 등이 필요하다고 하였다. 결론: 워케이션이 지방도시로 인구유입을 유도하고 나아가 정주인구를 늘릴 수 있는 방안으로써 관광 및 지역경제 활성화에 기여할 수 있음을 확인하였다.

영문 초록

Purpose: This study gives the policy suggesions that can contribute to the increase related people and settlement population through Workation. Methods: In order to achieve the research purpose, Focus Group Interview is used and the sample was selected as institutional officials, Workation operators and so on. Results: First, regarding the necessity and expected effect of Workation, consumers commented Workation helps relieve work stress and increase work efficiency, and suppliers and expert groups paid attention to local extinction and revitalization of the local economy. Second, as the best place for Workation, the consumer group chose a quiet and beautiful natural environment outside of the city, and the supplier and expert groups preferred a place with well-equipped infrastructure. Third, the connection between Workation and tourism is said to be highly connected to consumers, suppliers, and experts, and programs that can encompass generations and reflect the needs of participants should be planned, but above all, the charm of Jeollanam-do should be enhanced by differentiated programs that reflect regional uniqueness. Fourth, as a support policy, consumers should have programs and systems to encourage participation in Workation from the perspective of companies, and suppliers and experts need to establish local government’s active policies to revitalize Workation and establish infrastructure using idle resources in the region. Conclusion: This study confirmed that Workation can contribute to the revitalization of tourism and the local economy as a way to induce population inflow into local cities and further increase the resident population.
