국문 초록

복지국가의 이상 위에 모든 국민은 사회복지에 관한 권리를 갖는다. 우리 공동체가 가진 복지자원을 적재적소에 사용하는 것은 사회복지에 관한 국민의 권리를 실제 구현하는 데 있어 중요한 의미를 지닌다. 공공복지포털은 사회복지에 관련된 정보 및 서비스 제공 등의 역할을 담당하는 사회복지 전달체계의 일부로서, 공동체의 복지자원을 이를 필요로 하는 이들에게 효과적으로 전달할 수 있도록 전체 전달체계의 구조를 정비하는 것은 공공의 책무라 할 것이다. 사회복지 생태계가 온라인으로 확장되는 오늘날 그 온-오프라인 생태계의 구심점으로서의 공공복지포털의 역할에 관하여 고민하고 그 효율화 방안을 강구할 필요가 있다. 특히 복지환경의 변화흐름 속에 더욱 취약해지기 쉬운 이들의 권리를 더욱 두텁게 보호할 수 있도록 현재의 전달체계를 쇄신해 나갈 필요가 있다. 본 연구에서는 위와 같은 문제의식에 따라 공공복지포털이 이용자인 국민의 사회복지권을 보다 적극적으로 실현하기 위하여 어떤 모습으로 거듭나야 할지에 관하여 고찰하였다. 그 가운데 현재 대국민 복지포털로서 기능하고 있는 ‘복지로’를 중심으로 공공복지포털의 지향점에 관해 논의하였다. 먼저, 제2장에서는 사회복지권과 복지정보화에 초점을 맞추어 사회복지전달체계로서의 공공복지포털이 처한 법제적 환경을 검토하였다. 제3장에서는 공공복지포털 이용자가 직접 접하는 표층 영역과 그 기초를 이루고 있는 기층 영역으로 나누어, 현 시점에서 ‘복지로’의 이용경험에 영향을 줄 수 있는 요소들을 분석하여 제시하였다. ‘복지로’ 이용 현황을 확인하기 위한 조사에서 제시된 이용자 애로사항 및 개선의견을 비롯하여 실태조사의 결과를 분석하고 이를 통해 종합적인 문제점을 진단하였다. 제4장에서는 진단된 내역을 토대로 사회복지권 실현을 위한 공공복지포털 개선의 핵심 구현원리와 지속적 혁신을 위한 기능적 요건, 대국민 사회복지 종합 온라인 플랫폼으로서의 ‘복지로’의 지향점을 도출함으로써 공공복지포털에 대한 개선모델을 제안하였다. 마지막으로, 제5장에서 국민의 삶의 질 향상을 위해 공공복지포털이 향후 초점을 맞추어 나가야 할 장-단기 과제를 제시하였다. 공공복지포털이 융합 복지생태계의 개선을 주도해 나갈 때 사회복지권의 실체적‧절차적 구현이 이루어질 수 있다는 전망과 이를 위해 고려해야 할 사항들에 관해 논의하였다.

영문 초록

In the ideal of a welfare state, all citizens have the right to social welfare. The use of the welfare resources of our community in the right place has an important meaning in actually realizing the people's rights to social welfare. The public welfare portal is part of the social welfare delivery system, which plays a role in providing information and services related to social welfare, and it is the public's responsibility to reorganize the entire delivery system so that the community's welfare resources can be effectively delivered to those who need it. Today, when the social welfare ecosystem is expanded online, it is necessary to consider the role of the public welfare portal as the center of the online and offline ecosystem and devise ways to streamline it. In particular, it is necessary to revamp the current delivery system to protect the rights of those who are more vulnerable amid changes in the welfare environment.　In this study, based on the above problem consciousness, we considered how the public welfare portal should be reborn in order to more actively realize the social welfare rights of the users. Among them, the direction of the public welfare portal was discussed, focusing on ‘Bokjiro’, which is currently functioning as a national public welfare portal. Chapter 2 examines the legal environment faced by the public welfare portal as a social welfare delivery system, focusing on social welfare rights and welfare informatization. Chapter 3 analyzes and presents factors that can affect the experience of using ‘Bokjiro’ at this point by dividing it into the surface area directly in contact with the public welfare portal users and the base area that forms the basis. The results of the fact-finding survey, including user difficulties and improvement opinions presented in the survey to check the status of the use of ‘Bokjiro’, were analyzed and comprehensive problems were diagnosed through this. Chapter 4 proposed an improvement model for the public welfare portal by deriving the core implementation principles and functional requirements for continuous innovation, and the direction of ‘Bokjiro’ as a comprehensive online platform for social welfare based on the diagnosed details. Finally, Chapter 5 presents long-term and short-term tasks that the public welfare portal should focus on in the future in order to improve the quality of life of the people. When the public welfare portal leads the improvement of the convergence welfare ecosystem, the prospect of substantial and procedural implementation of social welfare rights and matters to be considered were discussed.
