국문 초록

코로나19바이러스가 한국 사회를 넘어 세계를 강타하며, 큰 충격을 주고있고 모든 사회는 지금 변화를 겪고 있는 중이다. 이 논문은 코로나19가 한국의 사회복지실천현장에 어떠한 영향을 미쳤으며 사회복지실천현장은 코로나19에 어떻게 대응하여 왔으며 앞으로 이 감염병의 극복이나 해결을 위해 사회복지실천현장에서 당면한 실천 과제가 무엇인가를 밝히고자 하였다. 이런 목적을 달성하기 위하여 본 연구에서는 사회복지실천의 개념과 구성요소를 먼저 설정한 후, 사회복지실천분야와 현장의 범위를 지역복지, 노인복지, 정신건강사회복지로 한정하여 살펴보았다. 그 결과 사회복지실천현장에서는 감염병을 차단하여 서비스 이용자들의 생명을 보호함과 동시에 생활을보호하기 위해 노력해온 것을 확인하였다. 단기적으로는 대부분의 기관이나시설이 명목상의 휴관이나 서비스 중단을 단행했지만, 곧바로 코로나19의특성에 대한 이해가 깊어짐에 따라 긴급돌봄을 필두로 하여 점차 서비스를비대면 및 대면으로 확대하고 있으며, 상당히 많은 경우에 온라인과 오프라인서비스를 병행하고 있었다. 코로나19가 사회복지실천현장에 부정적인 영향을 미친 것은 사실이다. 그러나 사회복지실천현장은 코로나19를 통하여 재난의 불평등한 영향에대한 인식을 증대하였으며, 돌봄에 대한 최후적 거소로 사회복지서비스가역할을 담당하면서 그 수준이 한 단계 도약하게 된다. 또한 실천적으로 지역주민들간의 연대와 나아가 민간과 공공의 협력, 민간과 민간기관간의 협력등의 필요성을 넘어서 협력체계의 구축과 운영을 통해 지역중심의 통합적돌봄체계를 지향해가면서 포용적 복지국가로 나아가는 계기가 되기도 한다고 판단된다.

영문 초록

The Covid-19 virus is striking the world beyond Korean society, shocking the world, and all societies are undergoing changes now. Covid-19 is an infectious disease among social disasters, and Korean society is accelerating the development of effective treatments to block the spread of the disease and reduce deaths. This research tried to analyze the effects of Covid-19 pandemic on Korean Social Welfare practice settings and their responses followed by proposals on practical tasks to overcome such infectious crisis. To achieve this goal, this study first established the concepts and components of social welfare practice, and then limited the range of social welfare practice into 3 categories; community welfare, welfare practice for old people, and mental health social welfare. As a result, the provision of social welfare services needed to be continued in order to protect the lives of service clients and to block the infectious disease at the sites. In the beginning, most institutions and facilities were suspended in name only. As the understanding of the characteristics of Covid-19 deepened both non face-to-face and face-to-face services such as emergency care at the forefront of the infectious disease issuance stage and social distancing policy were provided gradually. Covid-19 certainly had a negative impact on the social welfare practice settings. However, through Covid-19, social welfare practice settings have increased awareness of the disparate impact of disasters and the level of social welfare services took a leap forward as they played a role in the ultimate care. In addition, Covid-19 also serves as an opportunity to move toward an inclusive welfare country while aiming for an integrated regional care system through the establishment and operation of a cooperative system beyond the necessity of solidarity between the residents, even further into private and public cooperation, cooperation between private and private institutions, etc.
