국문 초록

코로나19로 미국 내 많은 가정들이 경제적 어려움 및 사회적 고립을 경험하고 있다. 이에 따라 많은 부모들이 정서적, 정신적으로 고통을 받고 가정내 아동 방임 및 학대의 위험도 커지고 있다. 그러나 코로나 19 사태 이후, 아동 방임 및 학대 신고건수는 오히려 감소하는 것으로 보고되고 있다. 이는학교 및 병원, 사회복지 단체들이 문을 닫거나 대면 서비스를 제한하면서, 교사, 의료인, 사회복지사와 같은 신고 의무자가 어린이와 청소년과 직접 접촉할 수 있는 기회가 줄어들었기 때문이다. 또한 코로나 19 사태 이후 아동학대로 인한 어린이와 청소년의 병원 방문 및 입원 비율이 증가하고 있다는통계는 아동 방임 및 확대의 위험이 증가하고 있다는 것을 보여준다. 코로나19로 인해 미국 내 많은 가정들이 어려움을 겪으면서, 미국 정부는 이에 대응하기 위한 법안, 서비스 및 프로그램을 만들어 실행하고 있다. 예를 들어미국 연방정부 의회는 2020년 코로나 19에 대처하기 위해 4개의 연방 법안을 통과시켰다. 이 법안에는 경제적인 어려움을 겪는 가정을 위한 재정 및음식 지원 프로그램, 아동 방임 및 학대 예방 프로그램에 대한 규정이 포함되어 있다. 주 정부와 지방 자치 단체에서도 코로나 19에 대응하기 위해서아동 및 가족 복지 서비스와 프로그램을 조정하고 개발하고 있다. 예를 들어, 도움이 필요한 가정을 위해서 지역 사회에서 사용 가능한 자원 목록을 작성하고, 경제적인 어려움을 겪는 가정을 위해서 주택, 음식 및 인터넷 지원 서비스를 제공하고 있다. 아동 방임 혹은 학대 조사나 가정 방문은 대면으로 진행하는 것을 원칙으로 하되, 사회적 거리두기에 따라 일부 서비스는 가상으로 제공하기도 한다. 코로나 19는 미국 아동 및 가족 복지 쳬계에 도전과제를 던짐과 동시에 변화를 위한 기회를 제공하였다. 지금까지는 주로 단기적인 대처 방안들에 초점을 두었다면, 이제부터는 보다 체계적이고 장기적인 대처 방안을 고민하고개발하는 것이 필요하다.

영문 초록

Economic hardship, high levels of parent mental distress, and social isolation put children at greater risks of experiencing child maltreatment during the COVID-19 pandemic. Despite this increased risks, the number of child maltreatment reports decreased largely due to children’s limited interaction with teachers, social workers and health care providers. However, increased rates of hospital visits and hospitalization related to child abuse were observed. As children and families experience significant challenges due to the COVID-19 pandemic, different responses, including laws, and child welfare programs and services, were created and adapted. In 2020, the United States congress passed four federal legislations in response to the COVID-19 pandemic. These legislations offer financial and food assistance programs for families. Additional support is available for child maltreatment prevention programs and for youth aging out of foster care. At the state and local levels, public child welfare agencies adapted their programs and services. They put together a list of resources that families can refer to when they are in need. States offered housing and food assistance programs, as well as support for internet services. As social distancing is required or recommended in many states, the option to offer child welfare programs and services virtually was explored. While in-person contacts are still preferred for child maltreatment investigation and visits with families, more trainings for child welfare professionals are offered virtually. The COVID-19 pandemic presented both challenges and opportunities for the United States child welfare system. As most of the current responses tended to be temporary, responses that are more systematic should be developed and implemented.
