교육소외와 격차 해소를 위한 교육복지 정책 방향 고찰

국문 초록

학교교육의 이상적인 모습은 모든 학생들이 소외되지 않고 유의미한 학습경험을 가짐으로써 자신의 잠재역량을 최대한 개발하고 발휘할 수 있는 교육기회를 제공하는 것이다. 따라서 교육소외를 예방하고 해소하는 일은 학교의 주된 역할로 수행되어야 하며, 학교의 교육활동 및 조직경영의 제 장면에 있어 교육소외를 극복하려는 노력이 반영되고 일상화되어야 한다. 교육복지의 실천에 있어서는 경험을 통해서 검증된 나름대로의 원리가 적용될 필요가 있으며, 이에 충실하지 못할 경우 그 효과를 거두기 어려울 수 있다. 그 원리는 학생의 삶의 질 중심, 유의미한 학습경험 중심, 서비스의 연계 통합 중심, 지역중심 네트워크를 통한 거버넌스 및 공동체적 접근 중심 등이라고 할 수 있겠다. 학교는 스스로 교육복지 실천공동체가 되어야 하며, 지역교육복지공동체의 핵심 주체가 되어야 한다. 교육소외를 극복하여 정상적인 교육과 학습이 이루어지도록 최선의 노력을 경주해야 한다. 이를 위해 국가 수준에서는 교육복지 실천공동체 구축을 위한 방향성과 비전을 제시해 주어야 한다. 이에 본 연구에서는 해외 교육선진국의 사례와 시사점을 살펴보고, 교육복지 정책의 거시적 관점에서의 방향은 무엇인지 고민하며, 나아가 국가수준에서의 정책적 과제들을 제안하고자 한다.

영문 초록

The ideal aspect of school education is that all students are not alienated and have meaningful learning experiences, providing educational opportunities to maximize their potential competencies. Therefore, the prevention and elimination of educational alienation should be performed as the main role of the school, and efforts to overcome the educational alienation should be reflected in the educational activities and organization management. In the practice of educational welfare, it is necessary to apply the principle through experience, and if it is not faithful, it may be difficult to achieve the effect. The principles are student s life focused on the quality, meaningful learning experience, service-oriented integration, and governance through community-based networks and community centered approach. The school itself should become a practice community of educational welfare, and it should become a core subject of local educational welfare community. To this end, the direction and vision for establishing a community for educational welfare practice should be presented at the national level. Therefore, in this study, I will look at the samples and points of the educational developed countries, the direction of the educational welfare policy from the macro perspective to overcome this reality, and propose the policy tasks at the national level.
