국문 초록

본 고의 연구 배경은 우리나라의 노후준비서비스를 사회보장의 차원에서 접근이 필요하다는데 있다. 이를 위한 연구 목적은 사회보장의 한 부분으로서 노후준비서비스의 개념적 논의와 영역을 정립하기 위한 것으로 이를 위해 문헌 연구를 진행하였다. 연구 결과, 사회보장의 개념과 영역은 사회보장은 불변한 것이 아니라, 사회의 변화에 따라 드러나는 다양한 사회적 위험에 대응하기 위해 그 외연을 확장해 왔다는 것을 알 수 있었으며, 이러한 특징을 통해 초고령사회 진입이라는 사회적 문제에 국민의 안정된 노후생활을 미리 준비하도록 지원하는 노후준비서비스도 사회보장의 영역에 포함할 수 있는 근거를 찾을 수 있다. 또한, 사회보장과노후준비의 법적 정의와 세부 내용을 살펴봄으로써 ‘노후준비’가 ‘사회보장’의 하위개념인 ‘사회서비스’에 대한 정의에 포함되고 있음을 파악하고 국가, 지자체, 사회복지 단체 등에서 노후준비서비스를 사회보장의 한 분야로 인식하고 관심을 가질 것을 제시하였다.

영문 초록

The background of this study lies in the necessity of approaching Korea'sretirement preparation service within the framework of social security. The purpose of thisstudy is to establish a conceptual discussion and delineate the area of retirement preparationservice as an integral part of social security. Literature research was conducted for thispurpose. The study discovered that the concept and domain of social security are not immutable but have expanded their scope to address various social risks arising from societal changes. Through these characteristics, a foundation can be found for including retirement preparationservices, which assist individuals in preparing for a stable retirement life in advance, withinthe social issue of transitioning into a super-aged society. Furthermore, by examining the legaldefinition and details of social security and retirement preparation, it was understood that“retirement preparation” is included in the definition of “social service,” a sub-concept of“social security.” It is suggested that the state, local governments, and social welfareorganizations recognize and prioritize retirement preparation services as an essentialcomponent of social security.
