국문 초록

본 연구는 재난 시기에 발현되는 공동체 미디어 실천 활동을 분석함으로써 공동체 미디어의 역할이 무엇인지를 탐색하고자 했다. 대구지역공동체 미디어인 성서공동체FM은 <코로나19 특별 생방송>을 제작하여 지역에 맞는 적절한 재난 정보를 안내하는 미디어 실천 활동을 펼쳤다. 이러한 공동체 미디어 활동을 분석하고자 본 글의 연구 방법으로 <코로나19 특별 생방송> 19개 방송 텍스트를 추출하여 내용분석하였다. 내용분석 결과, 재난 시기 공동체 미디어의 역할을 5가지로 범주화하였다. 첫째, 공동체 미디어는 중증장애인과 이주노동자, 백혈병 소아암 환자와 같이 사각지대에 놓인 재난 취약자들의 이야기를 알리는 역할을 수행하였다. 둘째, 공동체 미디어는 재난 시기 공동체와 사람들 간의 연대와 실천 활동을 전달하는 역할을 하였다. 전국에서 온 의료진들을 위해 숙소를 내어준 사회적 기업과 직접 제작한 마스크와 김밥 나눔, 기금마련 활동을 하는 마을공동체, 다른 지역에 있는 공동체들이 대구 지역민을 위한 후원 물품 나눔 활동을 소개하였다. 셋째, 코로나블루를 경험하는 대구 지역민들을 위해 지역 예술가의 노래와 공연, 상담가, 간호사들의 이야기로 심리적 지지를 유도했다. 넷째, 재난지원금의 신속한 지급, 공공의료 강화와 같은 지역 정책 과제를 제시했다. 마지막으로 성서공동체FM<코로나19 특별 생방송>은 공동체 회복력을 촉진하는 역할을 하였다. 그 사례로 공동체 미디어 역할의 중요성을 인식한 지역민들이 2021년 대구마을방송국을 개국하며 안전 플랫폼을 구축한 것이다. 본 연구는 재난 시기에 발현되는 공동체 미디어 역할을 탐색한 첫 연구로 의미를 가진다. 앞으로 각 지역에서 재난 시기 발현되는 공동체 미디어 실천과 역할을 탐색하는 연구가 필요할 것이다. 또한 공동체 회복력은 다가올 재난을 대비하여 새로운 구조와 대안을 형성하는 것이며, 이러한 사례가 발굴되는 연구가 활성화되어야 할 것이다.

영문 초록

This study attempted to explore the role of community media by analyzing community media practice activities in response to the COVID-19 disaster. Daegu's community media, Seongseo Community FM , was organized to guide and respond to disaster information appropriate to the region during the COVID-19 period. This study analyzed the contents based on the texts of 19 broadcasts of . As a result of text content analysis, the role of community media in disaster situations was classified into five categories. First, the community media played a role in informing the situation of the disaster vulnerable. Second, the community media delivered the stories of the community and people who help each other during the disaster. Third, it broadcasted contents containing comfort and empathy to overcome Corona Blue. Fourth, local issues such as disaster support funds and strengthening public medical care in Daegu were discovered and tasks were presented. Finally, the community media played a role in promoting community resilience. Community resilience is not simply about recovering to its previous state, but also presenting new structures and alternatives necessary to respond to future disasters. As the example, with the opening of the Daegu Village Broadcasting in 2021, local residents recognized the importance of the role of community media and formed networks and safety platforms. This study is meaningful as the study to explore the role of community media expressed in disasters. In addition to the Daegu area in the future, research to explore the practice and role of community media in disasters will be needed.
