기시다노믹스의 ‘새로운 자본주의’ 경제정책에 관한 고찰

국문 초록

본 논문은 2021년 10월 출범한 기시다 내각의 ‘새로운 자본주의’의 핵심 내용과 경제정책에 대해 소개한 후 향후 기시다노믹스가 실제로 성장과 분배의 선순환구조를 정착시켜 디플레이션과 경기침체에서 벗어나 ‘일본 부흥’으로 연결될지에 대한 분석과 전망을 제시하였다. 즉 성장보다는 분배에 초점을 맞춘 경제정책인 기시다노믹스를 요약하면 노동자 개개인의 임금 인상을 유도해 소비를 활성화시키고 소비가 다시 기업의 성장으로 이어지도록 선순환구조를 만들겠다는 것으로, 이를 위해 ‘스타트업육성5개년계획’과 ‘자산소득배증계획’, 그리고 ‘저출산 및 어린이육아정책’ 이라는 구체적인 실현정책을 제시했다. 그러나 경기의 선행지수가 아직은 불안한 가운데 기시다노믹스의 효과에 대한 부정적인 비판이 여전히 남아 있다. 즉 정책의 의사결정에 명확한 거버넌스 체제가 확립되지 않은 점, 정책을 실시하는데 절대적인 요소인 재정지출이 어려운 점, 그리고 기시다 총리의 불안한 정치적 기반 등이 그렇다. 향후 이러한 문제점들을 해결해 나가야만 기시다 정부의 경제정책의 효과를 긍정적으로 평가할 수 있을 것이다.

영문 초록

This paper introduces the core contents and economic policies of the Kishida Cabinet's ‘New Form of Capitalism’ launched in October 2021. In addition, it presented an analysis and outlook on whether Kishidanomics will actually establish a virtuous cycle of growth and distribution and lead to ‘Japanese revival’ from deflation and economic recession. In other words, Kishidanomics is an economic policy that focuses on distribution rather than growth, and in summary, it intends to create a virtuous cycle structure in which individual workers' wage increases are induced to boost consumption and consumption leads to corporate growth again. To this end, three economic policies were proposed: a ‘Startup Development Five-year Plan’, ‘Doubling Asset-Based Incom Plan’ and an ‘Low Fertility and Child Care Policy’. However, while the leading index of the economy is still unstable, negative criticism remains on the effectiveness of Kishidanomics. In other words, a clear governance system has not been established in policy decision-making, fiscal expenditures, an absolute factor in implementing policies, and Prime Minister Kishida's unstable political foundation. Only by solving these problems will be able to positively evaluate the effectiveness of the Kishida government's economic policy.
