아동생활시설의 아동안전보호정책 실천 경험에 관한 연구

국문 초록

본 연구는 A 기관의「아동에게 안전한 기관 만들기」사업을 수행한 아동생활시설의 아동안전보호정책 실천 경험을 이해하고, 참여자들이 인식한 사업의 영향이 무엇인지 탐색하고자 하였다. 연구목적을 위해 2022년도 사업 수행기관인 B 지역 아동양육시설과 공동생활가정의 아동안전보호담당자 6명과 초등학교 4학년 이상 아동 10명을 연구참여자로 선정하고, 포커스그룹 인터뷰와 개인 인터뷰를 통해 질적자료를 수집하였다. 인터뷰 자료는 질적 내용분석 절차에 따라 분석되었다. 분석결과는 4개 영역의 11개 주제로 범주화되었다. 첫째, ‘안전한 집’은 이 사업의 지향점으로 아동에게 정서적 안정감을 주고 보호해 주는 생활공간이었다. 둘째, 시설의 물리적 환경과 보호대상 아동의 특성, 시설 밖 · 온라인 환경은 안전보호정책 실천에 영향을 주는 ‘아동안전 위험요인’이 되기도 하였다. 셋째, 아동생활시설에서의 ‘아동안전보호정책 실천 경험’ 영역에는 ‘함께하는 안전보호 이행점검’, ‘아동 참여 중심의 활동’, ‘실천을 촉진한 사업지원’과 ‘실행 장애요인과 미흡했던 점’이 범주로 드러났다. 넷째, ‘아동안전보호정책 실천으로 인한 변화’로 참여자들은 ‘기관 안전문화 증진’, ‘종사자의 안전보호역량 강화’, ‘아동의 안전권리증진’을 보고하였다. 연구결과를 토대로 보호아동을 위한 생활시설에서의 아동안전보호정책 적용과 확산을 위한 실천적 제언과 후속연구를 위한 과제를 제시하였다.

영문 초록

The study aimed to understand the experience of child safeguarding policy practice in children's residential care engaged in “Creating Safe Institutions for Children” project and to determine the impact of the project as perceived by participants. For the purpose of the study, 6 child safety protection officers and 10 children in 4th grade and above from children’s residential centers and group homes in B area that carried out the project in 2022 were selected as research participants. Qualitative content analysis procedures were used to analyze the data. The analysis results were categorized into 11 themes in 4 areas. First, ‘Safe Home’ was the goal of this project and was a living space that provided emotional stability and protection to children. Second, the physical environment of the facility, the characteristics of children in care, the environment outside the facility and online have also become ‘child safety risk factors’ that affect the implementation of child safeguarding policy. Third, in the area of 'experience in child safeguarding policy practice', categories such as 'safety protection monitoring together', 'activities centered on child participation', 'project support that promotes practice', and 'implementation obstacles and limitations' were revealed. Fourth, as ‘changes resulting from the implementation of child safeguarding policies,’ participants reported ‘promotion of institutional safety culture,’ ‘strengthening safeguarding competency of workers,’ and ‘promotion of children’s safety rights.’ Based on the research results, practical suggestions and tasks for further research were presented for the application and spread of child safeguarding policy in residential centers and group homes for children.
