국문 초록

동네무질서 현상은 미시적으로는 우울이나 불안, 무력감과 같은 심리적 고통을, 중시적으로는 거주자 간의 불안감 조성 및 비공식적 통제의 약화, 그리고 이주 증가의 사회문제를 수반한다. 따라서 본 연구는 안전을 위협할 수 있는 동네무질서 현상에 착목하여, 연구목적을 동네무질서에 대한 개념 및 측정 도구를 탐색하는 것으로 하였다. 즉, 전문가와 문헌고찰을 통해 내용타당도를 확보하고 그 척도를 통계적 분석방법을 사용하여 구성타당도를 확보하고 세부적인 요인구조를 탐색하는 것이다. 동네무질서의 개념 및 측정 도구 논의는 국내·외 논문을 기반으로 고찰하였다. 이러한 고찰의 결과, 측정 도구에 대한 실증적 접근을 위해 국내·외에서 사용 빈도와 평가 측면에서 가장 높이 평가되고 있는 Ross와 Mirowsky(1999)의 ‘인지된 동네무질서 척도’를 선택하였다. 선택한 척도에 대한 실증분석을 위한 자료 수집은 지역특성을 반영하여 저소득층 지역, 영구임대아파트지역, 상권지역, 그리고 중산층지역에서 각각 표집하여 서울시 거주민 798명으로부터 하였다. 척도에 대한 신뢰도 검사와 타당성 검증(탐색적 요인분석과 확인적 요인분석)을 하였다. 연구결과 첫째, 동네무질서 개념고찰에서는 동네무질서는 물리적 측면만이 아니라 사회적 측면도 포함되어야 함을 확인할 수 있었다. 둘째, 선택한 척도에 대한 실증 분석결과는 신뢰도(α=.844)와 타당도가 적절하였다. 셋째, 타당도 검증에서 원척도와 달리 문항 수는 12문항, 요인구조는 2-요인구조, 즉 ‘무질서’요인과 ‘질서’요인인 것으로 나왔다. 이러한 결과를 통해 서구사회의 동네무질서의 인지에 있어서 동네무질서 발현공간 중심(물리적·사회적 공간)이었다면, 한국의 경우 무질서와 질서의 존재 여부가 중요한 것으로 해석할 수 있다. 본 연구는 동네무질서 척도개발의 기초자료로서의 유용성을 지닌다. 아동이나 노인 및 장애인 등의 취약계층의 안전을 담보하고 보호할 수 있는 실천과 정책개발에 유용하게 쓰일 수 있다. 더 나아가 범죄예방을 위한 지역 지표 개발에도 유용할 것이다.

영문 초록

Neighborhood disorder phenomenon may negatively affect residents’ psychological health problems such as depress, anxiety, powerlessness and increases fear among residents, weakens informal social control, contributes to emigration. While focusing on neighborhood disorder phenomenon which could be threaten residents’ safety, this paper explores discussing the concept and scales of neighborhood disorder. In other words, this paper attempts to examine and verify content and construct validity, factor structure through statistic analysis in Korea based on the experience data. Discussing the concept and scales of neighborhood disorder was based on literature review. This paper was used ‘Perceived Neighborhood Disorder’ by Ross and Mirowsky(1999) which was empirically verified in domestic and abroad in terms of frequency of use and evaluation. For this purpose, 798 cases are selected from four types of Seoul City that are low-income area, permanent rental apartment area, commercial area, middle class area. The stages of validation are included reliability test(chronbach a coefficient) and validation test(exploratory and confirmatory factor analysis). As a result, firstly, the concepts of neighborhood disorder included both social and physical disorder. Secondly, the scale was appropriate in reliability(α=.844) and validity for the total scale. Thirdly, This scale included 12 final items and 2-factor structure(disorder and order factor). According to the previous study, the concept of neighborhood disorder’s factors are physical space and social space in western society. In this paper, however, existence of disorder or order in their neighborhood could be more important factor in Korea. This results would be useful to develop scale of neighborhood disorder as a fundamental knowledge. And this study results could be develop effective social work practice and policy for safety and care of minority such as children, elderly people and disabled. Furthermore, this results would be useful to develop regional indicators for crime prevention.
