국문 초록

본 연구는 중앙정부의 지속적인 산업안전보건 개선 노력에도 불구하고, 우리나라의 사고사망만인율은 OECD 회원국들과 비교해 볼 때 현저히 높아 ‘산재왕국’이라는 오명으로부터 벗어나지 못하고 있는 실정이다. 산업안전보건 문제는 경제, 사회, 교육 및 문화 등 다양한 분야와 관련되어 있어 정부의 주무부처인 고용노동부 단독으로 사망사고 등 산업재해를 감소시키는 것은 현실적으로 한계가 있으므로 대안 마련 필요하다. 본 연구의 접근방법은 문헌연구이다. 산업재해 예방을 위한 중앙과 지방자치단체간의 관계를 논의한 선행연구를 검토하고, 선진 외국의 사례 검토와 우리나라 17개 광역지방자치단체에서 운영하고 있는 중장기 산업안전보건정책 집행 관련 사업과 근거 법령 등을 전수조사 한 결과를 바탕으로 시사점을 도출하였다. 마지막으로 수집된 자료의 분석 및 시사점을 기반으로 지방자치단체에서 추진하고 있는 산업안전보건정책 집행 유형의 분류를 시도하여 크게 3가지 유형(협의, 광의, 최광의)으로 구분하였고, 그 결과를 바탕으로 국가와 지방자치단체가 협력할 수 있는 국가적 차원의 산업안전보건정책 집행을 위한 제도개선(안)을 제시하였다.

영문 초록

In this study, despite continuous efforts to improve safety and health at work sites, Korea s accident death rate is significantly higher than that of OECD member countries, so it is unable to escape from the stigma of the kingdom of industrial disasters . Occupational safety and health issues are related to various fields such as economy, society, education and culture, so it is practically limited to reduce occupational accidents such as deaths by the Ministry of Employment and Labor, the government s main ministry alone. The approach of this study is literature study. Reviewing previous studies that discussed the relationship between the central and local governments for the prevention of industrial accidents. in addition, mid-to-long-term occupational safety and health policy implemented by 17 metropolitan local governments in Korea were investigated and the relevant laws and regulations Implications were drawn based on the results of the investigation. Finally, based on the analysis of the collected data, an attempt was made to classify the types of occupational safety and health policy implementation promoted by metropolitan local governments, and it was divided into three types(narrow sense, broad sense, and the broadest sense). Based on the results, A draft amendment law will be presented.
