국문 초록

본 연구는 2020년에 도입된 우리나라 화학물질 배출저감계획의 자발적 배출저감 규제의 효율적 운영과 관련된 제언이다. 미국 매사추세츠 주와 캐나다 온타리오 주의 선진 사례와 규제 도입 관련 저자들의 편익 비용-편익분석 경험을 배경으로 하여 고찰하였다. 첫째, 제도 도입의 조기 정착 및 확산을 위해 제도 도입에 따른 경제적 유인책 제공이 권장된다. 둘째, 사업장 지역주민의 알권리를 보장과 안전사고 예방을 위한 안전성 확보 측면에서 이해관계자들의 화학물질 배출저감계획서 정보의 접근성 보장이 필요하다. 셋째, 화학물질 배출저감을 위한 기술지원의 무료서비스 제공과 화학물질 배출저감계획 이행을 위한 정부 기관의 연구지원이 필요하다. 마지막으로 유독성 화학물질 배출저감 접근방법은 기존의 종말 처리(end of pipe) 방식보다는 배출원 감소(source reduction) 방식을 선호하는 화학물질 배출저감 제도가 정착될 수 있도록 제도적인 뒷받침이 필요하다.

영문 초록

This article aims at the recommendations for efficient operation of the voluntary submission regulation for the chemical reduction plan forced in 2020. The results were made on the background of the cases in Massachusetts in the USA and Ontario in Canada, as well as the authors’ research on the benefit-cost analysis of the act. We recommend the followings: First, it is more desirable to introduce some economic incentives for the early settlement of the act. Second, for the purpose of ensuring the right-to-know of local residents around the workplace and preventing safety accidents of toxics, it is necessary for stakeholders to be able to access information in the chemical reduction plan. Third, it is necessary for the government to provide free of charge technical support services for the planners of the chemical substance emission reduction and to support research funds to supplement the toxics use reduction act. Finally, institutional supports are needed in terms with the toxic‘s reduction approach so that source reduction technologies are favored rather than popular end of pipe technologies.
