장애인재활상담사 보수교육 운영에 관한 인식 연구: 재활관련 기관 종사자 FGI를 기반으로

국문 초록

본 연구는 장애인 재활관련 기관에 종사하는 장애인재활상담사의 보수교육 참여 경험을 통해 장애인재활상담사 보수교육의 현주소를 탐색하고 내실 있는 교육으로 발전하기 위한 방안을 탐색하는데 연구의 목적이 있다. 본 연구를 위해 장애인 직업재활시설, 장애인복지관, 장애인 재활관련 기관의 종사자 각 5명씩 총 15명을 연구 참여자로 선정하였다. 자료수집 기간은 2023년 7월부터 11월까지 총 3회기에 걸쳐 비대면 온라인 Zoom 플랫폼을 기반으로 초점집단면담(Focus Group Interview)을 진행하였다. 초점집단면담 후 분석을 통해 도출한 연구결과는 다음과 같다. 첫째, 연구 참여자들은 보수교육이 현업의 실무 활용과 장애 관련 정보를 습득할 수 있는 기회로써 인식하는 반면, 장애인재활 관련 업무를 하지 않는 연구 참여자들은 업무와 큰 연관성이 없는 내용의 보수교육을 단지 자격유지를 위한 의무교육으로 인식하고 있어 현업에서 수행하고 있는 직무에 따라 보수교육의 효용성이 달라지는 것을 알 수 있었다. 둘째, 연구 참여자들은 보수교육을 통해 직업재활 관련 정보를 서로 공유하고 인적 네트워크를 활용하여 다양한 영역의 장애 관련 정보를 수집하고 공유할 수 있는 정보소통의 역할로 인식하고 있었다. 셋째, 연구 참여자들은 근무하고 있는 기관과 맡은 직무에 따라 해당 보수교육에 참석하기 위한 기관 지원 여부가 달라지며 교육 참석을 위한 공가 사용 유무가 교육의 효용성에 영향을 미치는 것으로 인식하고 있었다. 넷째, 연구 참여자들은 코로나19 이후 온라인 비대면 교육방식이 확대됨에 따른 교육 효용성 측면에서 비대면 교육방식의 제도적 개선이 필요하다고 하였다. 결론적으로 장애인재활상담사 보수교육이 장애인재활관련 기관 종사자들의 정보소통과 자격유지를 위한 유용한 역할로 인식하고 있지만 교육생의 담당 직무에 따라 교육의 효용성과 요구를 반영하지 못하는 한계가 있음을 본 연구에서 확인할 수 있었다.

영문 초록

The purpose of this study was to explore the current status of remuneration education for rehabilitation counselors for people with disabilities through the experience of participating in remuneration education for rehabilitation counselors for the disabled and to explore ways to develop into substantial education. For this study, a total of 15 people were selected as participants, 5 workers each from vocational rehabilitation facilities for the disabled, welfare centers for the disabled, and rehabilitation-related institutions for the disabled. For the data collection period, a focus group interview was conducted based on the non-face-to-face online Zoom platform for a total of 3 sessions from July to November 2023. The research results derived through analysis after focus group interviews are as follows. First, the study participants perceived conservative education as an opportunity to use the field and acquire disability-related information, while the study participants who do not work related to rehabilitation for the disabled recognized conservative education as compulsory education for maintaining qualifications. Second, the study participants recognized it as a role of information communication in which they could share information related to vocational rehabilitation with each other through refresher education and collect and share information related to disability in various areas using human networks. Third, the research participants recognized that the availability of institutional support to attend the refresher training varies depending on the institution they were working at and their job, and that the use of official fees to attend the training affects the effectiveness of education. Fourth, the study participants stated that institutional improvement of the non-face-to-face education method was necessary in terms of educational effectiveness as it expanded to the online non-face-to-face education method after COVID-19. In conclusion, this study confirmed that the repair education of rehabilitation counselors for the disabled is recognized as a useful role for information communication and qualification of workers in rehabilitation-related institutions for the disabled, but there is a limitation in that it does not reflect the effectiveness and needs of education depending on the job of the trainee.
