위드 코로나(With Corona)시대 노인복지관의 위험관리 대응현황 및 개선방안

국문 초록

본 연구는 노인들이 가장 많이 이용하고 있는 노인복지관 종사자가 코로나-19 상황에서 비상운영에 따른 어려움은 어떠한지? 경험한 위험은 무엇인지? 그리고 위드 코로나(With Corona)시대에 효과적인 서비스 제공을 위한 위험관리 대응 방안은 무엇인지를 제시하고자 하였다. 특히, 노인복지관 비상운영 시 어떠한 변화와 어려움이 발생했는가? 코로나-19로 노인복지관은 어떠한 위험이 발생했는가? 위드 코로나시대 위험관리 방안으로 노인복지관의 역할 변화와 부산광역시 및 대응 정책은 무엇인가를 연구 목적으로 설정하였다. 이를 위해 부산광역시 소재 31개 노인복지관 종사자를 대상으로 2020년 11월 1일부터 11월 27일까지 자기기입식 설문조사를 실시해 자료수집했다. 최종적으로 293부가 수집되었으며 자료 분석은 spss 18.0을 활용하여 다음과 같이 분석하였다. 첫째, 인구사회학적 특성은 빈도분석을 실시하였다. 둘째, 인구사회학적 특성에 따른 복지관 비상운영으로 기관 운영의 변화와 어려움, 복지관의 감염병 대응에 대한 어려움, 노인복지관의 역할 변화 등은 t-test와 ANOVA를 실시하였다. 그 결과 첫째, 인구사회학적 특성에 따른 노인복지관 비상운영으로 기관운영의 변화와 어려움에서 성별은 차이가 있는 것으로 나타났다. 둘째, 인구사회학적 특성에 따른 노인복지관의 감염병 대응에 대한 어려움에서는 학력은 차이가 있는 것으로 나타났다. 셋째, 노인복지관 종사자가 코로나-19로 업무상 위험, 사회적 위험, 재정적 위험 등 전반적으로 위험을 경험하고 있는 것으로 나타났다. 넷째, 인구사회학적 특성에 따른 차이 검증에서 연령에서는 사회적 위험이, 근무기간에서는 업무상 위험과 사회적 위험이 차이가 있는 것으로 나타났다. 다섯째, 인구사회학적 특성에 따른 노인복지관의 역할 변화는 차이가 없는 것으로 나타났다. 여섯째, 위드 코로나시대에 효과적인 위험관리 대응 방안으로 우선 노인복지관 역할 변화는 비대면 서비스 등 서비스 제공방식의 다양화, 취약계층을 위한 서비스 강화로 나타났다. 이상의 연구결과를 바탕으로 부산광역시와 정부의 대응 정책으로는 비대면 서비스 인프라 구축 및 재정지원, 노인을 위한 맞춤형 콘텐츠 및 채널 개발 등 위드 코로나시대 노인복지관의 위험관리 대응방안에 대해서 제언하였다. 또한 부산광역시를 중심으로 위드 코로나시대에 노인복지관 종사자가 인식하고 있는 위험과 위험관리 대응방안을 위한 기초자료를 제공하였다는 점은 본 연구가 갖는 의의라 할 수 있다.

영문 초록

This study is to investigate the difficulties of emergency operation in the situation of Corona-19 by the elderly welfare center workers who are most used by the elderly. What are the risks you ve experienced? And this study tried to suggest the countermeasures for risk management for effective service provision in the Corona era. What changes and difficulties occurred in the emergency operation of the elderly welfare center? What risks did the elderly welfare center have? What risks did the elderly welfare center have with Corona-19? The purpose of this study is to investigate the role of the elderly welfare center and the policy of Busan Metropolitan City and its response as a risk management plan in the Weed Corona era. For this purpose, a self-administered survey was conducted from November 1, 2020 to November 27, 2020 for 31 senior welfare centers in Busan. Finally, 293 copies were collected and the data analysis was analyzed as follows using spss 18.0. First, frequency analysis was conducted on the demographic characteristics and the risk management policy of Busan Metropolitan City and the government. Second, t-test and ANOVA were conducted to change and difficulty of institution operation due to emergency operation of welfare center according to demographic characteristics, difficulty in responding to infectious diseases of welfare center, and change of role of welfare center for the elderly. As a result, First, the gender difference was found in the change and difficulty of the institution operation due to the emergency operation of the elderly welfare center according to the socio-demographic characteristics. Second, it was found that there was a difference in educational background in the difficulty of responding to infectious diseases in elderly welfare centers according to demographic characteristics. Third, the workers in the elderly welfare center experienced the overall risks such as job risk, social risk, and financial risk with corona-19. Fourth, in the verification of differences according to sociodemographic characteristics, it was found that there were differences in social risks in age, and in work period, there were differences in work risks and social risks. Fifth, there was no difference in the role change of the elderly welfare center according to the sociodemographic characteristics. Sixth, as an effective risk management countermeasure in the era of With Corona, the role change of the elderly welfare center was shown to be diversified in the way of providing services such as non-face-to-face services and strengthening services for vulnerable groups. Based on the results of this study, the government and Busan Metropolitan City s response policies were proposed to establish non-face-to-face service infrastructure and financial support, and to develop customized contents and channels for the elderly. In addition, this study is meaningful in that it provided basic data for the risk management countermeasures recognized by the employees of the welfare center for the elderly in the With Corona period, centering on Busan Metropolitan City.
