표본추출방법을 이용한 기술보증기금의 사후평가 대상 기업의 선정

국문 초록

본 연구는 기술보증기금에서 보증 승인된 평가 건을 대상으로 향후 실제 사후평가를 실시할 수 있는 실현 가능한 표본추출 방법을 구현하는 것을 목적으로 한다. 이는 기술평가보증이 이루어진 기업들에 대한 사후평가를 통해, 보증시 부여받은 평가등급이 최근 경영상황에 의해 어떻게 변화하였는지를 조사하고, 이를 통해 등급전이행렬 작성 및 고위험 영역에 속하는 등급을 파악하여 사고 위험에 따른 체계적 관리를 하기 위함이다. 기술보증기금의 각 영업점별로 향후 실시될 사후평가 년도에 따라 가능한 수준의 사후평가가 실시될 수 있도록 표본추출틀 및 표본크기를 선정하고, 이를 평가년도별 등급별로 할당하였다. 또한, 사후평가 대상 기업을 영업점별로 안배하기 위해 계통추출 방법을 사용하였다. 설계된 표본추출 방법을 통해 매년 추가되는 기술평가보증 신청기업을 포함하여 사후평가를 용이하게 수행할 수 있을 것으로 기대된다.

영문 초록

In this paper, we propose a feasible sampling method to select post-evaluation target companies for Technology Guarantee Fund (KIBO), which is used to investigate the change of credit evaluation for firms receiving guarantee. This work can be extended to transition matrix of technology credit grade and would be helpful to manage the credit risk of technology-based firms. In order to implement post-evaluation the proper sample size and frame of sampling need to be determined. This paper suggests stratified and systematic sampling method to allocate the number of sample over regional branch of KIBO based on evaluated year and credit grade. Arrangement with respect to branches is also relevantly balanced by using systematic sampling method. We expect that this method will be useful to conduct post evaluation efficiently and furthermore it helps to reduce sampling errors.
