국문 초록

현재 통계청의 지역 통계조직인 지방 통계청의 직원들은 가구, 농가, 농지, 어장, 사업체 등을 대상으로 통계조사를 실시하고 있다. 하지만 각각의 통계조사와 지역별 특성 차이로 업무량이 동등하지 못하여 직원들을 불만을 야기하고 있다. 본 연구는 지방통계청의 통계조사관에 대한 직무 표준안을 제시하기 위한 연구이다. 이를 위하여 조사준비단계부터 결과분석단계까지 조사업무에 투입된 시간과 조사외적으로 행정상 업무를 처리하기 위하여 투입된 시간을 포함하여 직원들의 전체 업무 소요시간을 측정하였다. 또한 지역별로 특이성을 반영하기 위하여 대상처와의 거리, 조사 대상이 되는 품목수, 응답자의 협조도 등을 고려하였다.

영문 초록

All the field work for various statistical surveys on households, farms, crop land, catchment of fishes and establishments is done by workforce at regional statistical offices of the Korea National Statistical Office(KNSO). There are found to be some inherent problems such as non-equal distribution of workforce among regional offices as well as among different kinds of statistical surveys. Thus, this paper aims to show the optimal size of workforce across regional offices as well as across different kinds of statistical surveys. The results of this paper are helpful for the reducement of conflicts among regional offices as well as among interviewers working in different kinds of statistical surveys. The workload for each interviewers was measured by the input time they have spent for data collection as well as for administrative work. In the meantime, the degree of difficulties each interviewers is facing during data collection was also taken into consideration of this paper such as the distance to sampled respondents’ locations, the number of survey items and the degree of cooperation extended by respondents.
