국문 초록

국가정책의 기초자료 생산은 물론 각종 표본조사의 모집단이 되는 인구주택총조사(Census)는 그 중요성이 큰 반면 1인 가구의 증가, 사생활 침해에 따른 응답률 감소와 비용부담의 급격한 증가 등의 문제를 안고 있다. 이러한 여러 가지 문제들 중 비용부담과 관련된 조사원 인건비를 절감하기 위하여 ‘인터넷’이나 ‘우편’을 통하여 가구에서 직접 작성하여 제출하는(self- enumeration) ‘비방문조사’의 선택률을 높이는 것이 하나의 중요한 해결대안이다. 본 논문에서는 2007년에 실시된 인구주택총조사 시험조사 결과자료를 이용하여 조사구별 ‘비방문조사’선택률을 회귀모형과 의사결정나무모형을 적용하여 조사구 특성 또는 가구별 특성으로 설명하여 보고 이를 이용하여 조사구별 ‘비방문조사’ 선택률을 예측할 수 있는 가능성을 검토하고 이 두 모형을 비교 분석하여 선택률 예측을 위한 방향을 제언한다. 2장에서는 분석대상자료를 소개하고 3장에서는 회귀모형과 의사결정나무를 이용하여 각각 조사구별 선택가구수를 예측하는 과정과 결과를 보이고 4장에서는 2010년에 사용될 조사구를 가상적으로 생성하여 두 모형에 의한 선택가구수를 예측하고 비교한 후 5장에서 결론을 맺는다.

영문 초록

The Population and Housing Census of Korea have been conducted on a quinquennial basis since 1925. The fundamental purpose of the census is not only providing the data required for government policy-making but also providing sampling frame for householdrelated surveys. The census results have played an important role in national policies and plans for socioeconomic development, research, and business purposes. Despite its success, the census in Korea has been confronted with criticism including cost, huge amount of resources, and burden on the public. The sensible solution for the problem of census-taking cost is to expand selfenumeration method and cut down the cost of labor by predicting self-enumeration response rate. In this paper, it is analyzed that the selection rate and characteristics of those household by the ED (Enumeration District) using regression model and decision tree model. The data for this study came from the pre-test survey for 2010 census conducted in 2007 as the training sample. We compare the two model with respect to the estimated number of self enumerated households and suggest an idea of using these results for the coming 2010 census.
