국문 초록

본 연구에서는 외국인 유입이 증가할 때 지역내 기업의 활동에 미치는 영향을 추정하고자 한다. 노동공급 측면을 강조하여 노동시장에서 외국인 근로자의 증가가 균형 임금의 감소와 고용 및 생산의 확대로 이어질 것으로 예측하는 노동경제학의 전통적 관점과 달리 본 연구에서는 이주노동자가 노동시장에서 공급자인 동시에 지역내 재화와 서비스 시장에서 소비자의 역할을 함께 수행하는 점을 추가적으로 고려한다. 외국인체류자의 지역선택 과정에서 지역경제 여건이나 노동시장 상황 등을 고려한다고 할 때 발생할 수 있는 내생성을 통제하기 위하여 과거 동일한 국가 출신의 외국인의 지리적 분포를 이용하여 도구변수를 구성하였다. 통계청에서 제공하는 체류외국인통계와 기업생멸통계를 이용하여 2012년과 2016년 사이에 국내 16개 광역자치단체로 구성된 패널자료를 구성하고 실증분석을 시행한 결과, 서비스업을 중심으로 외국인 인구의 증가가 지역내 기업의 활동을 촉진하는 효과가 존재하는 것으로 나타났다. 이러한 결과는 제조업 중심의 외국인근로자의 종사산업 분포를 고려할 때 서비스 업종에서 외국인 유입에 따른 노동수요의 증가효과가 존재하는 것으로 해석할 수 있다.

영문 초록

This paper examines the effect of increased foreign population on the number of local firms in the affected area. In contrast to the traditional economic theories in labor economics that emphasizes the labor supply channel through which an increase in foreign workers leads to lower wages and higher employment, we also consider the role of added foreign population as expanding the consumer base in local services industry. In an attempt to control for endogeneity associated with location decisions of immigrants, we construct instrumental variables based on the geographic distributions of earlier immigrants from the same source countries. Using data from Korean statistical information service and constructing panel data on the 16 metropolitan councils between 2012 and 2016, we find that increased immigration is positively associated with the number of firms operating in the local services industry. Considering the fact that the industrial distribution of immigrant workers is highly skewed toward the manufacturing industries, the result seems to imply that there exists a channel through which the flow of immigrants leads to a rise in labor demand in the service industries.
