국문 초록

싱가포르 정부와 교육부는 초등학교에서 체육을 더 많이 가르쳐야 한다고 강조한다. 이런 면에서, 초등 체육 교사의 수는 계속해서 늘고 있고 이에 대한 제도는 발전적으로 개선되고 있다. 싱가포르의 초등 체육 교사는 체육 교과의 가치들과 학습 결과들 에 대한 목표를 달성하는데 매우 중요한 역할을 담당하고 있다. 이 연구는 싱가포르의 초등 체육 교사 양성 제도의 변화와 그것을 가능하게 정치적 결정을 한 개인들의 권력이 어떻게 행사되는지를 탐색해보는데 목적이 있다. 자료는 2017년 9월 2일부터 2018년 7월 12일까지 싱가포르 국립 아카이브, 국립 도서관, 디지털 역사 도서관, 싱가포르 신문 데이터 베이스, 교육부와 싱가포르 국립 교육대학교의 웹 사이트를 통해 수집되었다. 수집된 자료는 문헌 분석의 절차에 기초하여 자료를 분류하였고, 분류된 자료들은 푸코의 이론적 개념들을 바탕으로 푸코적 분석을 실시하였다. 푸코는 어떤 제도의 출현과 변형에는 다양한 형태의 권력이 개입됨을 보고하고 있다. 이 연구에서는 먼저, 싱가포르의 초등 체육 교사 양성에 대한 제도는 1989년에 처음 출현하여 2014 체육과 교육과정이 시행되고 있는 현 시점까지 시대의 요구와 사회적 상황의 변화에 따라 개선되어왔다. 초등 체육 교과에 대한 패러다임의 전환은 초등 체육 인프라 및 프로그램 확충 그리고 체육 교사의 수에 대한 증가를 가능하게 하였다. 다음으로, 싱가포르의 초등 체육 교사 양성에 대한 제도 변화를 가능하도록 정치적 결정을 한권력의 중심에는 싱가포르 총리와 교육부 장관이 위치해 있었다. 싱가포르 총리실과 교육부는 그들의 언설에 대한 권리를 부여하기 때문에 합법적이고 공식적으로 권력행사를 가능하게 한 제도적 장소였다.

영문 초록

The Singapore government and the Ministry of Education(MOE) put large emphasis on physical education(PE) of primary schools. As a result, the number of PE teachers have increased, and the system for PE in Singapore has improved as well. The increase of the PE teachers is important because they are the ones who carry out the PE syllabus, which is given by the MOE. This study is to show the reformation of the training system for the primary school’s PE teachers, and how people in the government used their powers to bring such reform. Data for this study was collected through the Singapore National Archives, National Library, History SG, Newspaper SG,, MOE and NIE website. A Foucauldian analysis was employed to analyse the classified data. And these data were put through the lens of Foucalt, who believed that the various forms of power are used in emergence or the transformation of certain systems. First, the training of the primary school’s PE teachers came to place in 1989, and the training system went through many changes due to demands of different times and by the changes in social circumstances until PE syllabus of 2014, which is used today. The changes in paradigm in PE in primary school in Singapore made it possible to upgrade its’ infrastructure, increase its’ number of programs, and increase the number of PE teachers. Second, the reform of the training of the primary school’s PE teachers was enforced by the power of the Prime Minister and the Minister of Education. The Office of the Prime Minister and the Ministry of Education legally gave the Prime Minister and the Minister of Education power to enforce the reform through their power of speech.
