학교폭력과 전문상담교사 현황과 대책에 관한 연구

국문 초록

본 연구는 전문상담교사의 배치와 학교폭력 현황을 조사, 분석하여 교육현장에 대한 이해를 증진하고자 하는 목적으로 실시되었다. 연구문제는 다음과 같다. 첫째, 학교폭력 현황은 어떠한가? 둘째, 전문상담교사 배치 현황은 어떠한가? 셋째, 학교폭력 대책의 보완점은 무엇인가? 연구대상은 에듀데이터서비스시스템(EduData Service System: EDSS) 학교정보공시(학교알리미)에 제공된 자료였다. 전문상담교사 배치현황 분석은 2012년부터 2015년까지의 교원 현황 데이터를 사용하였고, 학교폭력 현황 분석은 2012년부터 2016까지의 학교폭력대책자치운영위원회 운영결과 데이터를 사용하였다. 자료 분석은 SPSS 22.0 프로그램을 사용하였다. 주요 결과는 다음과 같다. 첫째, 2013년을 기점으로 초등학교를 제외한 중학교, 고등학교에서 전문상담교사 배치가 급격히 증가하였고, 2013년 학교폭력 심의건수는 초, 중, 고 모든 학교급에서 눈에 띄게 감소하였다. 둘째, 연도별, 지역별 학교폭력 심의건수에 비해 전문상담교사배치는 매우 부족한 것으로 나타났다. 셋째, 전 학교급에서 폭행이 많이 발생하고, 정보통신망의 명예훼손모욕, 음란폭력 사이버따돌림은 증가하는 것으로 나타났다. 넷째, 피해학생에 대한 보호조치는 주로 심리상담 및 조언을 통해 이루어지고 있었다. 다섯째, 가해학생 선도교육조치는 초등학교, 중학교, 고등학교에서 공통적으로 서면 사과 조치가 많은 것으로 나타났다. 이러한 결과를 토대로 교육현장의 학교 교육 내실화와 발전적 체계 방안 마련을 위해 제언하였다.

영문 초록

The purpose of this study was to investigate and analyze the placement of professional counseling teachers and the present status of school violence to improve their understanding of the educational field. The research questions for this are as follows. First, what is the current state of school violence? Second, what is the current state of deploying professional counseling teachers? Third, what are the countermeasures against school violence? The school information disclosure (Hakgyo Alimi) provided by the EduData Service System (EDSS) has been used as the subject of the study. The data on the present status of teachers during the period between 2012 and 2015 has been used to analyze the present status of deploying professional counseling teachers while the school information disclosure during the period between 2012 and 2016 has been used to analyze the current situation of school violence. The SPSS 22.0 program has been used to analyze the data. The analysis results are as follows. First, middle and high schools but not elementary schools have seen a sharp increase of professional counseling teachers deployed since 2013. As a result elementary, middle and high schools saw a noticeable decrease in the number of school violence deliberations in 2013. Second, considering the number of school violence deliberations on an annual and regional basis, professional counseling teachers deployed are quite lacking. Third, the study has found that school violence and defamation insult and cyber bullying that occur throughout all levels of schools increase. Fourth, the study has found also that that the measures to protect victims are mainly taken in the form of psychological counseling and advices. Fifth, it has turned out that a written apology is the most common and frequent measure to guide perpetrating students in elementary, middle and high schools. Based on these results, the study has suggested the ways of promoting the quality of school education in the education field and of coming up with a systematic improvement plan.
