일본군 ‘성노예’ 피해자들의 생애사 분석을 통한 복지권의 확대와 제언

국문 초록

본 연구의 목적은 최근 국내외적으로 많은 관심을 끌고 있는 일본군 ‘성노예’ 피해자들을 대상으로 인권회복의 관점에서 미흡한 복지권의 확대를 꾀하는 것이다. 본 연구는 이러한 목적을 달성하기 위해 피해자들이 살아온 성장 배경, 성장 과정, 위안소에서 경험, 사회운동, 복지권 확보과정에서의 어려움 등을 파악하기 위해 생애사 연구 방법을 선택했다. 본 연구에서는 1992년 10월에 설립된 일본군 ‘성노예’피해자 시설인「나눔의 집」입소자 17명을 대상으로 2001년 10월부터 2014년 10월까지 연 구를 진행하여 그들의 파란만장한 생애와 사회운동 전후의 복지권을 분석하였다. 연 구 결과 ‘성노예’ 피해자들과 부양가족들은 심리적, 신체적, 경제적, 대인관계, 생활상의 문제 등을 겪었고, 피해 의식의 대물림 등 다양한 차원에서 어려움과 요구들이 도출되었다. 이러한 연구 결과를 바탕으로 연구자들은 이들의 복지권 확대를 위해 위안부 특별법의 조속한 제정, 맞춤형 재가복지서비스 확대와 상담권으로서 지속적인 사례관리 서비스 제공 등 다섯 가지를 제언하였다.

영문 초록

The objective of this study is to expand the insufficient welfare rights in the aspect of human rights restoration, targeting Japanese Military Sexual Slavery recently grabbing much attention in Korea and overseas. To achieve this objective, this study selected the research method of life histories to understand their childhood background, development process, experiences at comfort facilities, social movement, and difficulties in the process of securing welfare rights. Targeting 17 residents of 「The House of Sharing」 as the facilities for Japanese Military Sexual Slavery, established in October 1992, this study conducted a research from October 2001 to October 2014, and then analyzed their turbulent lives and welfare rights before/after social movement. In the results, Japanese Military Sexual Slavery and their dependents went through psychological/physical/economic/interpersonal/life problems, and also expressed diverse difficulties and demands like inheritance of victim mentality. Based on such results, for the expansion of their welfare rights, researchers presented five suggestions such as the speedy enactment of the Special Act on Japanese Military Sexual Slavery, expansion of customized in-home welfare service, and provision of continuous case management service as counseling rights.
