지적측량 위상 재정립에 관한 연구

국문 초록

본 연구는 지적측량의 업무범위와 수행범위에 대한 논란으로 인하여 국가사무인 지적측량업무의 위상이 약화되고 있어 지적제도 운영의 혼란을 방지하기 위해 지적측량의 특수성을 분석하여 지적측량의 성격을 명확히 재정립함으로서 지적측량 시장의 건전한 발전과 지적제도의 학문적 발전에 기여함을 목적으로 한다. 연구방법에 있어서는 지적측량의 목적, 유형, 효력 등 기본이론과 지적측량의 구분, 지적측량의 변천 등 지적측량의 운영체계를 살펴보고 지적측량과 일반측량의 비교, 지적측량의 공신력 현황 및 지적측량의 오랜 논쟁 등을 분석하였다. 이러한 연구 결과를 토대로 지적측량이 명백한 국가업무라는 결론을 도출함으로써 지적측량의 위상 재정립 방안으로 지적측량의 종목과 범위를 재설정하는 방안과 지적측량의 업무영역을 재설정하는 방안을 제시하였다.

영문 초록

The aim of this study is to contribute to the development of the cadastral survey market and academic development in the field of cadastral system by analyzing its specific characteristic whereby to re-establish the characteristics of cadastral suyvey. It will also help ease the current confusion of cadastral system management incurred by debates and claims with respect of the work scope and work coverage of cadastral survey which in fact consistently threatens the status of Korean cadastral survey service. During the study the objectives, types and validity of cadastral survey and other principle elements have been reviewed, and its operation system such as historical transition and service charge has been analyzed. Moreover, the disputes over cadastral survey service, comparison with geodetic survey, and public trust have also been analyzed in order to define clear characteristics of it. Based on the analyses above the cadastral survey service has been described as the governmental service and a new approach to re-establish the type, scope and business domain of the cadastral survey has been proposed.
