재개발사업의 공공관리제도에 대한 신뢰도 분석

국문 초록

본 연구는 재개발사업구역에 거주하는 소유자들을 대상으로 재개발사업의 공공관리제도에 대한 신뢰도를 분석한 것이다. 그 결과 재개발사업의 인지정도 등과 차이는 있으나 공공관리제도가 매우 좋은 제도라는 것에 동의하지만 이제도가 구청장이 정비사업전문관리업자를 직접 선정하는 문제와 추진위원회에서 설계업체를 선정하고 구청장이 관리를 하는 문제, 그리고 구청장이 시공사선정 기준을 마련하고 재개발조합에서 시공사를 선정하는 문제 등이 업체와 유착비리 및 사업비용의 증가를 막을 수 있다고 생각하는 응답자가 많지 않았다. 이러한 것이 의미하는 것은 공공관리제도가 매우 좋은 제도라는 것에는 대부분이 동의하지만 이것이 곧 업체와 유착비리 및 사업비용의 증가를 막을 것이라고 믿지는 않는 것을 알 수 있다. 특히, 공공관리제도가 사업비절감과 주민부담 절감효과가 클 것이라는 생각에도 유사한 결과가 나타났다. 또한 공공관리제도를 시행할 경우 공무원 및 공기업에 대한 신뢰가 좋아질 것이라는 응답자 역시 적은 것은 공공관리제도가 공무원 및 공기업에 대한 신뢰문제로 연결되는 것은 아니라는 것을 의미한다.

영문 초록

This research analyzes a confidence about the public management system for owners who live in the boundary of redevelopment. As the result, even if there are little difference within recognition about redevelopment project, people agree to that the public management system is good system. But there are few people response to the thought about this system can prevent to a close relationship between political and business society and project's cost Because of problems that the mayor of a borough has to select a rehabilitation projector directly, a propulsion committee selects a planner and the mayor of a borough manages the planner, and the mayor of a borough makes selection criteria of a construction company and a redevelopment union selects a construction company. This result means that almost people agree to that public management system is good. But it also means that the system can't prevent to a close relationship between political and business society and project's cost. Specially, the thought about the public management system is effective to a reduction of working expenses and a reduction of inhabitants' charge. Also the result means that the public management system doesn't lead up to faith for government employees and public enterprise. because there are few people response to that if the system operates, the faith for government employees and public enterprise will be good.
