안성천 생태하천 복원의 경제적 편익

국문 초록

생태하천으로의 복원은 정부뿐만 아니라 지방자치단체에서도 중요한 정책 과제 중의 하나로 인식하고 있다. 도시의 하천을 생태하천으로 복원한다면, 시민들은 쾌적한 환경 속에서 도시 생활의 여유로움을 누릴 수 있을 것이다. 이러한 장점을 가진 생태하천 복원의 경제적 편익에 대해 경기도 안성천을 중심으로 조건부 가치측정법을 적용하였다. 본 연구에서는 단일경계 모형의 비효율성을 개선시킬 수 있으면서도, 이중경계 모형의 편의를 줄일 수 있는 1.5경계 양분선택형 모형을 사용하였다. 분석결과 안성천의 생태하천 복원을 위한 안성시민들의 지불의사액은 가구당 월평균 1,282원에서 1,889원이며, 이 값을 안성시 전체로 확장하면 연간 약 9.86억 원에서 14.52억 원에 이른다.

영문 초록

Ecological river restoration has recognized one of the important policy to local officials as well as government. If they are restored urban's river to the former state, residences can blessed with composure of urban life in pleasant environment. Thus, this study attempts to apply contingent valuation method(CVM) to estimating the economic benefits from restoration ecological river. This paper uses one and one half bounded dichotomous choice model to avoid the inefficiency of single bounded dichotomous choice model and the potential response bias of double bounded dichotomous choice model respectively. The research results indicate that the monthly Willingness to pay(WTP) for the establishment of restoring the Anseong river for ecological river range from 1,282 to 1,889Won per household. In the case of whole Anseong city, they early WTP for the establishment of restoring the Anseong river for ecological river is from 0.986 to 1.452 billion Won per household.
