세계시민교육 다시보기를 통한 미술과 프로그램 제안: 2022 개정 교육과정을 중심으로

국문 초록

세계시민교육(GCED)은 지속가능발전교육(ESD)과 함께 UN의 ‘새천년개발목표’(MDGs) 이후 수립된 ‘지속가능발전목표’(SDGs) 중 ‘양질의 교육’ 시행을 위한 가장 대표적인 교육 방침이라고 할 수 있다. 세계시민의식을 바탕으로 다양한 문제해결을 위해 설정된 현재의 세계시민교육은 그간의 인권교육, 국제이해교육, 민주시민교육, 문화간 이해교육, 지속가능발전교육 등을 포괄하며, 학습자를 교육 주체로 하는 과정 중심적, 문제 해결 중심적, 참여와 실천 중심적 교육을 특징으로 한다. 세계시민교육은 UNESCO, UNESCO APCEIU, NGO 등의 노력으로 다양한 프로그램 개발 및 교사 연수 등을 통해 양적인 팽창이 이루어져 왔는데, 기후 위기, 팬데믹, 지속되는 국가 간 분쟁 및 재난 등으로 인해 공동체의 공존과 상생이 중요해지면서 다시금 이에 대한 인식 제고와 더불어 세계시민교육 교육과정의 제도화와 정례화가 장려되고 있다. 또한 공동체 의식으로 세계와 소통하며 더불어 살아가는 민주시민의 육성을 강조한 2022 개정 교육과정이 고시되면서 새로운 교육 체제 하에 기존의 세계시민교육에서 한 걸음 더 나아가 교과별 교육목표와 핵심 역량의 재검토를 통해 새 교육과정과 연계된 구체적이고 적절한 세계시민교육이 필요함을 깨닫게 한다. 이에 본 연구는 새 교육과정의 고시와 더불어 세계시민교육 다시보기를 통해 교육의 목적과 방향에 맞게 그 의미를 재개념화하고 새로운 관점에서 미술과 적용을 위한 프로그램을 제안하고자 핵심 키워드로서 ‘문화 다양성’(‘인권’, ‘평등’, ‘세계평화’)과 ‘지속가능 환경’(‘생태계’, ‘기후’, ‘지속가능 자원’)을 추출하였으며, 2022개정 미술과 교육과정(교육부, 2022a)의 학교급별, 내용 체계 영역별 핵심 아이디어, 성취기준, 내용 요소, 교수·학습 방법 등에 기반하여 세계시민교육의 각 핵심 키워드별 하위 주제가 학생들의 적극적인 참여와 실천을 중심으로 보다 구체적으로 적용 및 반영될수 있도록 총 17개의 학교급별 프로그램을 개발하여 제시하였다. 2022 개정 교육과정에따른 학교급별 교과서가 2026년에 가서야 개발 완료되기 때문에, 교과별로 세계시민교육을 적용하기 위한 아이디어가 필요한 이때 본 연구 결과는 2022 개정 교육과정에 기반하여 미술 교과에서 세계시민교육을 시행함에 있어 하나의 아이디어가 되어줄 것이다.

영문 초록

‘Global Citizenship Education’(GCED), along with ‘Education for Sustainable Development’(ESD), could be said to be the most representative education policy for implementing ‘Quality Education’ among UN’s 17 ‘Sustainable Development Goals’(SDGs). Current GCED based on global citizenship encompassed ‘human rights education’, ‘international understanding education’, ‘democratic citizenship education’, ‘intercultural understanding education’, and ‘sustainable development education’, and was process-oriented and problem-solving with the learner as the subject of education. We aimed for central, participation-oriented and practice-oriented education. GCED has expanded quantitatively in terms of various program development and teacher training through the efforts of UNESCO, ‘UNESCO-Asia-Pacific Centre of Education for International Understanding’(APCEIU), and other NGOs. But disasters between countries due to the climate crisis, pandemic, and ongoing conflicts and disputes made us reflect on the coexistence of communities. In addition, as the 2022 revised Korean National Art Curriculum was announced, emphasizing the nurturing of democratic citizens who communicate with the world and live together with a sense of community, we went one step further from the existing GCED under the new system, and reexamined educational goals and competencies to link with the new curriculum. It made us realize that specific and appropriate GCED was necessary. Accordingly, this study used ‘cultural diversity’(‘human rights’, ‘equality’, ‘world peace’) and ‘sustainable environment’(‘ecosystem’, ‘climate’, ‘sustainable resources’) as keywords to reconceptualize its meaning through a review of GCED and to propose a program for application to art subjects from a new perspective. In addition, considering the core competencies, content elements, and achievement standards of the 2022 revised Korean Art Curriculum, a total of 17 programs for each school level were developed and presented so that the subtopics of each core keyword could be reflected in detail with a focus on students' active participation and practice. Since new art textbooks would not be fully applied in school until 2026, ideas for applying GCED to each subject were needed. The results of this study would serve as an idea for implementing GCED in art subjects.
