저출산 대책 육아정책 개발을 위한 유아교육·보육 전문가의 요구 및 전략 분석

국문 초록

본 연구는 저출산 대책 육아정책 개발을 위한 기초연구로서, 유아교육과 보육정책 전문가의 의견을 바탕으로 저출산 대책 육아정책 개발의 요구와 전략을 분석하는 데 목적이 있다. 이를 위해 육아정책 전문가 8명을 대상으로 2회의 포커스 그룹 인터뷰를 실시하였고, 도출된 전문가들의 의견은 SWOT 분석 및 SWOT Matrix 전략 분석을 통해 도출되었다. SWOT 분석을 통해 분석된 저출산 대책 육아정책 개발 요구의 내용은 강점과 약점, 기회와 위협의 4가지 내용으로 분석하였다. 또한 SWOT Matrix 전략 분석을 통해 S-O 전략, S-T 전략, W-O 전략, W-T 전략의 개발 방향을 확인하였다. 저출산 대책을 위한 육아정책 개발의 SWOT 분석 결과는 다음과 같다. 첫째, 저출산 대책을 위한 육아정책 개발의 강점은 ‘구성원 중심의 관점으로 접근한 강점’, ‘가정과 양육의 본질적 역할에 대한 강점’으로 분석되었다. 둘째, 저출산 대책을 위한 육아정책 개발의 약점은 ‘저출산 대책 육아정책 수립 및 개발 과정에 대한 약점’, ‘저출산 대책 육아정책 실행에 대한 약점’으로 분석되었다. 셋째, 저출산 대책을 위한 육아정책 개발의 기회는 ‘민주적 저출산 대책 육아정책 수립에 대한 기회’, ‘선행의 저출산 대책 육아정책의 문제점에 대한 보완적 기회’로 분석되었다. 넷째, 저출산 대책을 위한 육아정책 개발의 위협은 ‘저출산 대책 육아정책 개발의 결과적 위협’, ‘저출산 대책 육아정책 개발로 인한 고착화의 위협’으로 분석되었다. 본 연구를 통해 제안된 육아정책 개발의 요구 분석은 저출산 대책을 위해 지향해야 할 국가적 정책 수립에 시사하는 바가 높을 것으로 판단한다.

영문 초록

The purpose of this study is to analyze the needs of low birth rate policy development based on the opinions of early childhood education and childcare policy experts. For this purpose, two focus group interviews were conducted with eight childcare policy specialists. The opinions of the experts were derived from SWOT analysis and SWOT Matrix strategy analysis. SWOT analysis analyzed the four contents of strengths, weaknesses, opportunities and threats. In addition, we confirmed the development direction of S-O strategy, S-T strategy, W-O strategy and W-T strategy through SWOT Matrix strategy analysis. The results of the SWOT analysis of childcare policy development for low birthrate measures are as follows. First, the strengths of childcare policy development for low birthrate measures were analyzed as strengths from a member-centered perspective and “strengths for home and parenting”. Second, the weakness of the development of child-rearing policies for low birthrate measures was analyzed as “weaknesses in the process of establishing and developing childcare policies for low birthrate measures” and “weaknesses in implementation of child-rearing policies for low birthrate measures”. Third, the opportunity to develop child-rearing policies for low fertility measures was analyzed as “opportunities for establishing democratic policies on child-rearing measures and complementary opportunities for problems of child-rearing policies”. Fourth, the threat of the development of child-rearing policies for low birthrate measures was analyzed as “the resultant threat of development of low fertility measures child-rearing policy” and “the threat of fixation due to the development of child-rearing policies”. This study suggests that the analysis of the needs of the proposed child-care policy development is highly suggestive for the establishment of national policies for low birthrate measures.
