국내의 거주 외국인 비율이 가파르게 증가하고 있음에도 불구하고 국내에는 외국인을 향한 편견이 만연하며, 잘못된 인식과 고정관념이 사회 통합을 저해할 뿐만 아니라 불필요한 두려움까지 야기하고 있다. 그러나 국내에서 편견 관련 요인과 범죄 피해 두려움의 관계를 다룬 연구는 매우 부족한 실정이다. 이에 이 연구에서는 다른 집단과의 접촉이 늘어날수록 타 집단에 대한 편 견과 부정적 태도가 감소한다는 Allport(1954)의 접촉 이론을 검증한다는 목적으로 실제 외국인 접촉 빈도가 범죄 피해 두려움 을 감소시키는지 확인하고자 하였다. 사회과학연구원을 통해 다운받은 2차 자료 ‘다문화와 관련된 형사정책의 변화에 대한 의식 조사’에서 총 463명의 데이터를 분석한 결과, 외국인 접촉의 빈도는 범죄 피해 두려움과 유의미한 상관성이 있는 것으로 나타났 다. 그러나 접촉 이론에서 주장하는 바와 반대로 외국인 접촉 빈도가 잦을수록 범죄 피해 두려움은 더 크게 나타나는 것으로 파 악되었다. 또한 성별과 연령대는 범죄 피해 두려움에 유의미한 영향을 미쳤으나, 월평균 개인소득은 영향을 미치지 않는 것으로 드러났다. 본문에서는 결과에 대한 해석과, 범죄 피해 두려움을 감소하기 위한 다문화 정책의 발전 필요성, 이를 바탕으로 한 정 책 제언을 제시하였다.

영문 초록

Notwithstanding the considerable rise in the number of foreign nationals residing in South Korea, xenophobic attitudes towards foreigners remain pervasive in the country. These prejudices and associated misconceptions and stereotypes not only impede social integration but also engender unwarranted fear. However, there is a paucity of research examining the relationship between prejudice-related factors and fear of crime victimization in Korea. This study aimed to ascertain whether the frequency of actual contact with foreigners reduces fear of crime victimization. This was done in order to test Allport's (1954) contact theory, which states that prejudice and negative attitudes toward other groups decrease as contact with them increases. A total of 463 respondents were analyzed in the secondary data downloaded from the Social Science Research Institute's “Survey on Perceptions of Changes in Criminal Policies Related to Multiculturalism.” The results indicated a significant correlation between the frequency of foreign contact and fear of crime victimization. However, contrary to what contact theory suggests, the more frequent the foreign contact, the greater the fear of crime victimization. Furthermore, gender and age group had a significant effect on fear of crime victimization, but average monthly personal income had no effect. This paper provides an interpretation of the results, discusses the need to develop multicultural policies to reduce fear of crime victimization, and presents policy recommendations based on the results.
