《鹿洲公案》에 나타난 淸初 지방관의 海防意識

국문 초록

근대에 이르기까지 바다를 바라보는 동서양의 시선은 상이했다. 서양에서 바다는 소통과 교류의 공간인 반면 동양에서는 방어와 단속의 공간이었다. 유럽은 15세기를 기점으로 바다로 진출하여 역사의 황금기를 맞이했으나, 아시아는 바다에 갇혀 결국 19세기에 유럽 해양세력의 침입으로 암흑기를 겪었다. 바다로 인해 고립된 아시아, 특히 중국과 조선에서는 海禁과 開海를 중심으로 해양의식을 표출하며 해안 방비, 즉 海防에 대한 논의를 진행했다. 예로부터 중국에 있어서 해적은 변경 연해 지역 치안 유지를 위해 제거해야 할 존재로서 海防 논의의 중심에 있었다. 淸初 지방관 藍鼎元은 변경 연해 지역에 대한 관심에서 출발하여 대만출정이라는 실제 경험과 바다를 바라보는 냉철한 해양의식을 통해 海防意識을 형성했다. 특히 척박한 환경과 거친 인심, 기괴하고 왜곡된 풍속이 만연한 변경 연해 지역의 지방관을 지내면서 바다의 활용과 변경 연해 지역 방비에 대해 고심했다. 그의 海防意識의 중심에는 해적이 자리했다. 그는 廣東省 潮州府 관할 普寜縣과 潮陽縣의 지현으로서 해적 출몰이 빈번한 지역 특성상, 민생안정을 저해하는 해적과의 전면전을 중심으로 海防意識을 강하게 표출했다. 해적 근절을 목표로 한 그의 海防意識은 《鹿洲公案》에 잘 드러나 있다. 본고에서는 《鹿洲公案》을 통해 변경 연해 지역의 해적과 전면전을 펼친 청초 지방관의 海防意識을 고찰했다. 작품의 공간적 배경인 조주부는 명청시기 해적의 발원지로 악명을 날렸던 곳이다. 해안 방비의 중요성을 인식한 남정원은 해적과의 전면전을 선포하고 해적 퇴치 임무 수행을 통해 변경 연해 지역과 주변 해상의 치안을 확립함으로써 海防意識을 표출했다. 이상, 《鹿洲公案》은 민생안정과 치안 유지를 위해 해적을 제거 대상으로 설정한 청초 지방관의 海防意識을 드러냄과 동시에 청초 특정 지역사회의 단면을 여과 없이 제공한다.

영문 초록

From ancient times to modern times, the view of the sea in the East and West was different. In the West, the sea was a space of communication and exchange, and in the East it was a space of defense and crackdown. Europe entered the sea from the 15th century and reached the golden age of history. Asia, on the other hand, was trapped in the sea and suffered the darkness in the 19th century due to the invasion of Western powers. In Asia, especially China and Joseon, marine consciousness was expressed and discussions on coastal defense were held. Since ancient times in China, pirates were at the center of the discussions on coastal defense because they were the object to be removed as predators of the sea. In the early Qing Dynasty, local governor Lan Ding-yuan formed a coastal defense consciousness through interest in coastal areas, actual experience in Taiwan, and various marine consciousness. At the center of his coastal defense consciousness was the pirate. He served as the local governor of the Chaozhou jurisdiction Puning and Chaoyang. Through the frequent appearances of pirates, his coastal defense consciousness was strongly expressed. His consciousness of coastal defense aimed at eradicating the pirate is well revealed in 《Luzhougong'an》. In this paper, examined the coastal defense consciousness of local governor in the early Qing Dynasty through 《Luzhougong'an》. Chaozhou, the spatial background of the work, is famous for its origin in the Ming and Qing periods. Lan Ding-yuan declares a full-scale war with the pirate and eliminate the pirate to establish security in the coastal area and the surrounding sea, thereby expressing the consciousness of the coastal defense. In conclusion, 《Luzhougong'an》 reveals the consciousness of costal defense of local governor in the early Qing Dynasty, which was set as a target for eliminating the pirate for the stabilization of public life and security. It also provides a cross section of certain communities in the early Qing Dynasty without filtration.
