국문 초록

최근 코로나19로 인해 야기된 글로벌 수요의 하락과 공급망의 일시적 혼란 등으로 인해 세계 각국의 수출환경이 그 어느 때 보다 어려운 실정이다. 이러한 부정적인 수출환경에서도 우리나라는 역대 최단기 연중 무역 1조달러를 달성하는 등 펜데믹을 거치면서 더욱 견고해진 모양새다. 특히 국내 전체 기업 중 99.9%를 차지하는 중소기업은 국가 전체 수출에서 기여하는 바가 크며, 그 비중도 지속적으로 확대되고 있다. 이처럼 중소기업의 눈부신 활약 배경에는 코로나 19가 가져온 교역환경의 변화에서 촉발된 무역의 디지털화가 주요 요인이라고 할 수 있다. 나아가 4차산업의 진전과 함께 중소기업에 적합한 ICT 기술력 기반 융복합 제품 및 솔루션의 개발은 글로벌 트렌드를 선도하는 핵심적인 경쟁력이 될 전망이다. 이같이 4차산업 기반의 글로벌 교역환경은 우리나라 중소 수출기업에는 기회요인이 될 수 있지만, 한편으로는 정보와 기술력의 상대적인 미흡으로 인해 여전히 넘어야 할 장벽이 존재한다. 본 연구에서는 중소기업중앙회의 설문내용과 각종 문헌조사를 바탕으로 국내 중소기업에 대한 현행 수출지원 정책의 문제점을 분석함으로써, 향후 중소수출기업이 디지털무역 등 변화된 환경에 적극적으로 대처할 수 있도록 정부 및 수출지원기관이 마련해야 할 대응방안을 제시하고자 한다.

영문 초록

Purpose: The purpose of this study is to improve the efficency of the export support system efficiency by deriving the problems currently in operation in order to enhance the competitiveness of SMEs export in response to the recent changes in the trade environment. Research design, data, methodology : In order to verify the effectiveness of the export support system for SMEs, prior research and status check were conducted. In addition, by analyzing the service contents required by SMEs conducted by the Korea Federation of Small and Medium Businesses, we try to find an improvement plan that meets the needs of the consumer. Results : To actively cope with the changed trade environment, it was found that the level of digital infrastructure was insufficient, in the lack of awareness of export support system, uncertainty of evaluation method, and company itself. Conclusions : The current export support system for small and medium-sized export companies is analysed to be insufficient in respond to global political and economic changes the 4th industrial environment actively. In order to solve this problem, small and medium exporting companies themselves need to respond to the digital trade environment, but it is analyzed that it is necessary to establish a bold response by the government and to improve the export support system at an early stage.
